THE DEAD BODY of Jonn Frederick } Munckes Was taken there shortly valterwards, A HERALD reporter was quickly on the scene. Charies A. Munckes was in a cell on the lower floor and was interviewed. INTERVIEW WITH THE HUSBAND. He is a man of avout thirty-five years of age, of good height and appearapce, with dark com- plexion and a black mustache. He speaks intelli- = and. with a strong German accent, His story ‘was one of intensely buman interest, and showed # most surprising. condition of demeralization in his family. Stock and horses have been taken away from the midst of Populous and seemingly secure settlements and driven to the wigwames of the savage or the haciendas of their Mexican allies. The troops which were recently stationed here, over one thousand strong, are now scattered in detach- ments throughout the country, so that the garri- son here may be considered..as without cavairy, Several iniantry companies yet remain here for garrison duty. The cavalry are kept constantly in motion, They have gcoured every portion of the country from the Rio Grande to the Rio Honda, and have closely guarded every creek and crossing. Yet, notwith- Standing this vigilance on the part of the troops, the savages and their allies continue to increase their incursions and carry on a more extended de- vastation of our territory than they have dared to attempt for many years previous, The same letter says that the people of the Mex- ican border States not only permit the savages to cross and recross the boundary fine with our prop- erty, but aid them in every manner possible. The national government is not altogether so culpable in these matters as are the State administratiens. Every effort of the former to bring about an amicable settlement of tne frontier diMeculties is sure to be thwarted by the corrupt machinations of the designing politicians who control the latter, The New Sloops-of-War. Bids were opened at the Bureau of Construction and Repair at the Navy Department to-day for the construction, including the materials, of the hull and machinery complete for service of two iron steam sloops-of-war of about 450 tons measure- menteach, At the same time bids were opened for the construction of the hulls alone, the vessels to be completed in seven months from the date of the contract, The bids were as followa:—Wiliiam Cramp & Sous, of Philadelphia, for vessels and machinery complete, $825,000 each; John Roach & Sons, of New York and Chester, Pa., hulls and machinery complete, $290,000 each; the Harland and Holiing- worth Company, of Wilmington, Delaware, hulls and machinery complete, $350,000 each; the Atlan- tic Works, of Boston, one vessel complete, $305,000 and $287,000 for the second one; one hull alone, without machinery, $185,000, and $177,000 for the second, The New Ten-Dollar Note. The Comptroller of the Currency to-day issued the following circular to the national banks :— The Secretary of the Treasury has this day advised me that, under a provision of the act of March 3, 1873, making an appro) Lees of $600,000 for replacing the worn and mutilated circu- lating notes of national banking associa- tions and for engraving and preparing, in such manner and on such paper and of such form and etite, as the Secretary of the Treasnry may prescribe, new cireulating notes for such associations to replace notes of a design and denomination now successfully counterfeited, pro- vided that each of said national banking associa- tions shull reimburse the Treasury the costs of the circulating notes furnished under this provision. He has directed the Superintendent of the Bureau of Engraving and Printing to prepare at once a new $10 plate for national bank notes, {rom which shall be printed upon the distinctive peter designated by the Secretary for use in the printin, of bonds and notes and other obligations of the United States all the $10 notes hereafter required to be printed fer national banks. The $10 notes already printed and on hand will be delivered to the national banks a3 usual for the present, but no new _ notes of that denomination will be ordered to be printed from the old plates.
