MONTREAL, July 22, 1973, A probiem, wholly international tn character, has xeem submitte by the Dominion government to ‘nose best qualified tv furnish a practical solution of it—pamely, the steamship owners, captains and In March last, Mr. Sanford Fleming submitted to the House of Commons of Canada a report upon the practicability of materially shortening the lines of communication between America and Europe. the matter was duly referred to a committee of in- quiry, and there is hardiy a doubt’ but that the re- sult of their investigation will prove the correct- aeas of Mr. Flemtnz’s theory, if not the full advan- jage of his proposed route for reducing the time for the trausit o/ Maus and passengers between London and New Yorkto seven days. alable that Canada cootains the grand highway to Surope. From thence to London (by rail to Kingstown, steamboat to Holyhead and rail thence to the metropolis) is & jaunt of sixteen hours. On our side of the water there is a gap to be filled between the present terminus of railway travel and. the pro- posed-ferry gates at St, Johns. A branch from the main lines trom New York to Montreal and Quebeo must be built, say from Sherbrooke to a point on the Gulf of St. Lawrence, known as Shippegan. Here passengers and mails would take @ steamer to St. George’s ‘harbor, ‘directly opposite, on the gulf Coast of Newioundiand, and by the time they get there they will find a first class road, N's prpgressive palaces, to fash them across tho 250 miies’ width of the island, to St. Johns. It is 906 miles from New York to Shippegan and 600 from Shippegan to St. Johns, and the time allowance ior the ocean express from the Vanderbilt depot to the steamer for Ireland is 55 hours. Add this to the 116 hours required to per. form the trip frem St, Johns to London and we have @ total of 171 hours tor the whole journey, or seven days and three hours actual time. Of course this route would only be practicable during about seven months in the year, but it would be pone the less valuable on that account, ior the bulk of the travel takes place during those seven months. In the Winter, when the ice in the Gulf of St. Lawrence would obstruct the ferry be- tween Shippegan ana St, Ontario and the equipped with Pull George's, the ocean landing wonld have to be made at Halifax, less than five hundred miles westward of St. Johns, N. F., and to which port an all- rail route from New York is now in operation. Consequently, as Halifax is about the same dis- tance by rail from New York as Shippegan would be, the eatimated duration of the Winter pessage ‘would 'be not more than some seven or eight hours greater than that calculated for the Summer, sup- posing the weather to be favorable. Some estimate that the cost would ex $60,000 per mile—a rate that will corey encou! private capital to em- bark, so that if the work 1s to be done at all the imperial or Dominion government will have to undertake it. The Intercolonial Railway—a British jovernment work—is very nearly completed. Through branch roads this line renders the problem of rapid transit to Europe easy of solution, as is here demenstrated, irre- spective of the St. Johns and Valentia proposition. To the objection that the Summer route or routes ‘would not pay, the answer is that our canals are practically only Summer routes for freight, elng closed for five out of the twelve months, they have proved about the best paying 11 ments the States ever made.
