NEW YORK HERALD, SATURDAY, MARCH 1, 1873—TRIPLE SHEET, PINANCIAL AND COMMERCIAL, | * Further Relaxation in» “the t. Money Panes y: “§’ The Highest Rate on Co", 1.8 Per Cent a Day and the Ls Loans at 7 Fer “ant Per Annum, THE WESTERN MONEY MARKETS, Continued Excitement and Depression in Pacific Mail. Curious Speculative Develop- ments and Rumors. The Company as a Lender of Money on the Shares. Tho Rest of the Stock Market Feverish, but Higher at the Close. THE GOLD MARKET STEADY. Government Bonds Firmer—Southern Securities Inactive—Foreign Exchange Unsettled and Weak—Earnings of the Erie Railway. WALL STREET, } Faipay, Feb. .8—6 P. M. On 'Ohange to-day cotton was im better demand, vas at lower prices, Flour, wheat and corn re- mained dull and generally lower to sell. , ‘THE DRY GOODS IMPORTS, ‘The total imports of foreign dry goods at this port during the past week were of the specie value ef $3,922,248. ‘The amount marketed during the same period was $3,927,492, THE FOREIGN MARKET. ‘The London quotations were frm fer consols and igher for United States bonds.. Erie shares were strong and buoyant, and advanced to 5144, ex divi- @end, equivalent to about 53, the books having elesed in London last night, the usual fifteen days before the time of their clesing on this side. In explanation of the non-reduetion of the BANK OF ENGLAND RATB on Thoraday and of the recent loss of specie of that tmatitution we have the following from the London Boonomist of February 15:— A considerable amount of gold has been taken the Bank of England for Japan and Germany ; and there are orders for Spain, and also, we be- iieve, for Germany, which caunot be executed, be- cause there is no bullion, and which may thereiore, at any moment, be taken from the bank. The pe- culiar liability of the money market to heavy dae ition demands, which has been its principal feature ever since the suspension of cash pe yments by the Bank of France, and especially since the German government began its great coining operation, still ‘*sontinues. MONEY EASIER, The money market, while sti active and strin- gent, was notably easier, and the rate on cali, which opened at 1-164 34 per cent per diem, de- lined to 7 per cent per annum almost early enough for & good many bank accounts as they are made up in these times of excitement. The fealings at + were exceptional and paid mostly in the way of “turning” stocks, and in some in- @tances by way of renewal, where the borrower was content to pay #0 much for another day’s use ef the money rather than take the chances of look- ‘mg for accommodation in the general hurry of the street, The relaxation late in the day was all the more remarkable as the street had to pay this afternoon for the million and o helf uf yuvernment gold bought yesterday. The WESTERN MONEY MARKETS are stil: active, if not stringent. The demand at Chicago is reported abating somewhat, under a sessation of the flow to the interior; but the rate of exchange, both at Chicago and Cincinnati, is far from allowing us to hope for a return movement im this direction, On the contrary, the rate at Cincinnati is low enough to tempt further shipments thither from this city. Commercial Paper is neglected and altogether nominal at 8 ® 12 per cent discount for prime names. The foreiun exchange Market was quoted at the desk as before—namely, 108% for prime bankers’ sixty- day sterling and 10934 for sight bills—and actual business was steady at + below these rates until late in the day, when prime sixty-day sterling sold at 108%; again. English papers announce the bringing out in London of the new $1,500,000 six per cent mortgage loan of the United Railroads of New Jersey at 9634 per cent. GOLD 8TEADY—1144 a 114X, The gold market opened heavy and went off from 114% to 11436 on the lighter return of the ary goods imports for the week—the amount being con" siderably under the running average for a couple f monthe—but rallied and closed about as it pened, the reaction being helped by the better @emand for cash gold late im the day and the con- sequent easier terms for its carrying. The Sub- Freasury paid out $125,000 on account of interest and $4,700 on account of redeemed five-twenties, The course of the market is shown in the table:— + 114% 1:30 P. The stock market opened weak, in sympathy with 8 further development of weakness in Pacific Mail, and the general list lost in the business of the fore- noon 4% a1 per ecnt of the improvement it had gained in the previous evening’s closing buoyancy. Pacific Mail openea at 6234, but gave way almost immediately under the circulation of a rumor that Mr. A. B. Stockwell had been served with a summons by the Sergeant-at-Arms of the House of Representatives, and taken away to Washington during the night, in order to get his testimony for the benefit of the investigation now being made into the affairs of the PACIFIO MAIL Steamship Company in connection with the charges of the use of bribery and corruption in the pro- curement of the legis!atioa of last Winter granting Ue line an extra subsidy of $500,000 per annum. The presence of Mr. Stockwell in the street soon put a quietus upon this report, and the price began immediately to rally. But in its upward movement the stock was again assailed with an announce- ment from Washington that @ prominent witness had testified during the Congressional investiga tion te-day that money had been used to induce Comgressmen to vote for the bill. As the street looks upon this matter any development of this Nature is regarded as offering a pretext to Con- gress for the WITHDRAWAL OF THE SUBSIDY, and hence the price again went down quite rap- idly, the influence of the Congressional investiga- tion being all the greater as it intimated that the lobby and speculators at Washington, who were so egregiously disappointed in going “short” of Union Pacific, have taken hold of Pacific Mail as an easier subject for their bearing operations. In this “break” the stock went down to 5534, From this point a rally set in once more, under rumors that Mr. Jay Gould had come to the assistance of Mr, Stockwell, to whom, on the previous day, he had loaned, it was said, @ million and a half dollars on pledge of ample collaterals, mace up of Pacific Mail and PANAMA SHARES, the transaction consummated to-day being gen- erally reported as a new undertaking on the “bull” Side on the part of Mr. Could, who hought of Mr. Stockwell 50,000 shares of Pacific Mall at 65 as a basis for bis share of the undertaking. At the same time the purchase was regarded in some quarters as the settlement of a heavy “short” line which Mr. Gould had contractea both by direct sales of the stock and by “standing” upon the guarantees or “puts” of Mr. Stockwell. Whatever the real nature of the transaction, it had its effect in causing a rather better feeling in Pacific Mall late in the day, which would have been still strenger, doubtless, had not some UGLY RUMORS got imto circulation that the company had ad- vanced as much as 75 per cent upoa pledge of the stock when the market quotation was up in the vicinity of 95, and when the speculation of Mr. Stockwell and his friends was in full feather, and that the loans were still unliquidated uniess the unwise alternative had been taken meantime to buy in the hypothecated and unredeomed stock under the law of the last Legislature, allowing the company £@ cancel 50 per cent of its capital. Panama fluctuated between 105 and 108, closing strong. Atlantic and Paciflo preferred fell to 20, but recovered to 267. Harlem advanced to 1304, In the buoyancy late in the afternoon, when the general market cut loose from Pacific Mail, West- ern Union advanced 2 per cent and the others a1 per cent. Everybody Quict and Uncertain About It—Jay Gould to the Rescue—Reported Heavy Purch of Pacific Mail from Mr. Stockwell. There was aly amount of flurry and interest yesterday among the brokers on Broad and Wall streets on the subject of Pacific Mail stock, not un- mixed with @ general scariness regarding invest- ments in it. Asa rule the imterest seemed con- fined to inquiries, for the rumors afoat as to the condition of the company, though not absolute, are sufliciently ugly to keep stock speculators on the qui vive for a movement, Early yesterday it was very currently reported that Mr. Stockwell, the President of the company, had been spirited. of by the Sergeant-at-arms of the House of Representatives, at Washington, on the preceding night, to testify before the Con- gressional Committee now investigating the affairs of the company. Subsequent inquiry preved the rumor to be unfounded, though it was deemed Iikely that he would leave the city last night, in response to @ demand ior his presence. There was very general satisfaction expressed at the fact that. President Stockwell had been abie to succesg- fully withstand the rather disastrous results of his recent operations, and as a rule it was thought that his actual position had been made to appear worse than it really was, It was generally said and believed that Jay Geuld had come to his assist- ance, and about three o’clock In the afternoon 9 report which could not, for obvious reasons, be veri- fied, preyailed to the effect that Gould had ‘purchased from Mr. Stockwell 50,000 shares of Pa- cific Mail at 65. Of course no information en the gleaned from the principals; but ir. Gould did actually make such a transaction A must have netted a handsome profit on the ven- ture. The price of the stock fluctuated very con- siderabi luring the day and, though asa rule it Was lot coveted, there were not wanting those who still expressed their belief that 11 would rally par ate high figure. 16 well known broker, who was usi wooden teothpick and gossi with some friends in, at Delmonico’s counter, o: red to make a that the stock would stand ‘at 99, if not within sixty days. Fripay, Feb. 23-6 P. M. Trade matters remained: without noticeable 1m- provement to-day, the merchandise markets re- maining dull and to a great extent nominal. There were of course, as there always are, & few exceptions, but they were without essential . importance op signiii- cance, Buyers are apparently as averse to venturing beyond their immediate requirements ag ever, and business is almost wholly confined to the urgent wants of the local trade. Theexport movement is still restricted by the scarcity of freight room and tonnage, sithough the searcity of vessels is net so seriously felt, as ft has been, while rates favor the shippers, Still there is not sufticent encouragement in the existing state of the markets, at home and abroad, to war- rant any movement of consequence—particularly in breadstuffs, which continued to be very little sought after; but with unusually light supplie@ and insignificant receipts holders evince no dis- position to force sales, thougi apparently willing to grant some concession, At the Cotton Exchange @ulness and depression were the ruling character- istics, and prices were a shade off, At the Produce Exebange flour was dull and business confined to the local trade.
