SOUTHERN SEOURITIBS IRREGULAR, The Southern State bonds continued irregular, with a wider and pretty active business. The Tennessees were weak and declined to 80 tor the old and 81 for the new, and Missouris were heavy. ‘The Virginia consols were strong and advanced to 60, South Cerolinas were firm at an improvement of % @ 3g per cent. Advices from Columbia say that the outgoing Comptroller has prepared a statement which makes the total debt on the lst o1 July, 1872, to have been only $13,984,500, as fol- lows :—State capital bonds, $287,000; bonds for the redemption of Bank of State bills, $1,064,700; bonds of the Blue Ridge, $970,000; bonds for the redemp- tion of bilis receivable, $500,000; bonds for the pay- ment o/ the interest on the public debt, $1,221,000; bonds for the relief of treasury, $866,000; conver- sion bonds, $7,398,000; bonds for land commission, $557,000; funding bonds of act of 1866, $1,120,500. ‘This total is nearly two million less than the oficial report of the DEBT OF SOUTH CAROLINA on the Ist of October, 1871, the Mist given to the public. The stock market opened with a tendency to- ward improvement, aud for a brief period early in the forenoon exhibited an irregular advance in Prices, excepting for Pacific Mail, which was again successiully hammered by the clique and depressed to 70%. At the close it was allowed to recover to 72% in order that the street might draw the inference, usual in such cases, that it was run up in order to make a better market to sell upon inthe morning. By noon the general market fell off with the tendency of Pacific Mail and became weak, especially as the influence of the decline in Pacifle was helped by a steady pressure to sell Rock Island, which went off from 111% to 1095, concurrently with rumors that the directors had voted to issue five millions of convertible bonds. Panama declined from 180 to 124, and recovered to 127, Canton declined to101 and Lackawanna to 91, Hannibal and St. Joseph declined to 4634, but rallied to 483; Boston, Hartiord and Erie (which on the tape is designated by the initials “B. Without doubt before this you have made the Public acquainted with the general facts concerning the persecution of Dr. Francesco Mogalhies, of Macao, China, editor of the Oriente, the Portuguese weekly journal tm that city, by the Governor of Macao. Macao being HEADQUARTERS FOR THE COOLIE TRADE of China, it is very natural that evils should grow with the system, as it increased the business in- creased. These evils Dr, Megalhics clearly saw and began to point out in his paper, which re- quired him to animadvert somewhat upon the course of S, Gaudnario, the Governor of Macao. Thia greatly enraged the Governor, who out here i neither more nor less than dictator, and that @ tyrannical one, who at once arrested and detained r, Megalhies in prison for nine days during the latter part of September, ‘Ihe Doctor, not at all tntimidated by his IMPRISONMENT, at once renewed the matter when free to write im his own sanctum again, which so enraged the Governor that he hus now banished iim from Macao, and he is a fellow passenger on board our steamer lor Singapore. Here he will communicate with the home government by telegraph, and feela assured that he will be reinstated in the freedom ol the press once more. FREEMEN’S SYMPATHY IN THE CAUSE OF FREEDOM, While at Canton, China, the news of the im- prisoument reached the ears of the American mis- sionaries, and it caused our blood fairly to boit with the idea that even out here such tyranny could possibly be permitted, and we would gladly have made our appeal to any power, were there ay such one, as could have possiily antes aid. The Doctor has ingratiated himself deeply into our sympathies by his conduct in this matter, and by his looks and talk we think he is a mam who will “fight it out on that line,” if it takes ever so long a time. CANAL STEAM TRANSPORTATION. aoe To Te EpiTor OF THE HERALD;— 1 see by the papers that certain parties claim to have solved the problem of “steam on the ca- nals.” They, one and all, demand the money offered by the State for ‘just the thing” adver- tised for, They all assume distinct points of merit, and certain peculiar advantages in their pet in- Ventions. One, at least, boasts of having made trips from Buitalo to Troy in the space of five or six days, with 200 tons of freight; and, further- more, to have steamed from Butlalo to New York in the extraordinarily short period of eight days and a few hours, and, but for some delay made by the inspectors at ‘lroy, would have made the through trip in less than eight days. This looks well in print, as @ kind of “dust for the eyes” of the people.
