Cotton was active, but decidedly lower. THE DRY-GOODS IMPORTS. The total imports of foreign dry goods at this port for the week ending September 19, 1872, were $3,250,871. The amount marketed was $4,153,283, THE WALL STREET EXCITEMENT -@till further subsided to-day, and the markets there promise an early return to their wonted quiet. The restoration of confidence and good feeling was soon indicated in a stronger condition of the stock mar- ‘Ket and a considerable decline in gold. ‘The action of the Bank of Commerce and City Bank was dis- puted apparently by those only whose interests ‘were to be fostered by a continuance of the mone- tary stringency and derangement, although many an impartial mind regretted that those institutions had found it necessary te transgress the letter of ‘the Jaw in order to overreach the speculators. Stil) they bad CUT THE GORDIAN KNOT #o cleverly and the end was so eminently calcu- lated to justify the meaus that no wonder was ex- pressed when it was reported that the overs of the Metropolitan Bank were ready to throw them- selves into a similar breach and stand against any trial with them of the clique tactics. The whole question came up for consideration at a special meeting of the Clearing House this afternoon, but after much deliberation the association decided very properly to do nothing official in regard to the refusal of the banks to pay legal tenders in return for certified checks, although the sentiment was @xpressed unreservedly that the two banks had m “MORALLY RIGHT IP LEGALLY WRONG.” Indeed, the Clearing House, in refraining from condemning their course, virtually endorsed it. The point was further raised and made that banks faving the accounts of Wall street brokerage rms should modify the certification of the heavy a#hecks incident to that class of business, so as to @rovide tor payment through the Ulearing House a the manner which has been so long customary and is still practised. There have been no further *egal developments in the case, so far as the Bank of Commerce is concerned. The checks on the ity Bank were not protested, and have not as yet made their appearance through the Clearing House, but they will, doubdticss, be pre- | sented there in the morning. The details of the meeting at the Clearing House as far as they transpired, the proceedings having been, as usual, strictly private, and the views of the oficials of the two banks will be found given at More length in the adjoining columns, THE MONEY MARKET pened active and stringent, borrowers paying, in addition to legal interest, a commission ranging from 1-32 to 1-16 per cent; or, in other words, as high as nearly thirty per cent per annum. As the day wore on there wasa gradual relaxation, and the rate on call declined to as low as three per went before the closing of the banks, the market closing nominally at 3 a 5 percent. It is still too early to quote commercial paper, sa which there hhas been yery little doing this week, and that little at high rates, Foreign exchange continued unsettled, and quo- tations must remain nominal until the gold loan market is restored to ease and steadiness, Prime _Bixty- day sterling sold to-day for habe as 107% “cash, and “good”? bankers’ bills at 10744. The stock market was strong, but, quite natur- ally, irregular in its improvement, The popular impression that the clique had been signally worsted in their latest designs upon the money market and had unwittingly driven all the banks of the Clearing House into ao fresh defensive policy against them imparted at once @ bullish feeling to the speculative movement and started stocks on the upward turn almost as soon as the Board opened. Indeed, it is believed that the clique were frightened into “covering” their contrac’s, and some heavy purchases of Pacific Mail were traced to their ac- count, the stock being at the same time freely fur- nished, the Pacific Mail pool, who appeared to have “missed their tip” as regards their renewal of operations in this stock, which they have bought “high” and sold “low.” The smaller “bears” all over the street took the alarm also, and jomed in the general scurry to rectify their speculation. As @copsequence the market advanced an average ofla2per cent, Harlem rising 3 percent to 113, Western Union nearly as much and Northwestern and Pacific Mail nearly 2 per cent, Panama recovered to 128, The Erie “corner” was greatly relaxed but waa still closely main- tained. There was at one time a difference of 34 per cent between cash and regular transactions, but for the stock itself the highest borrowing rate as 34 percent, the lowest ‘fat’? and the closing \% per cent. The price opened at 51% and advanced to 5234 cash, but declined to 49 on a report that the steamer Rheim, coming up the bay, had a con- signment of Erie on board, Either the report was untrue or the steamer’s express packages were not delivered to time for to-day’s deliveries, for the stock reacted to 511% and closed in that vicinity. It was also rumored that Daniel Drew had been selling quietly, but that the German bankers were still capable of maintaining the corner as effectually as before he lent them his volunteer assistance. The best prices of the day were made toward three o'clock, or when the money market was #0 remark- ably easy, subsequent to which hour there was a reaction of more or less, but of no important ex- tent. THE ANTI-CLIQUE BANKS, —+——. The action of the Bank of Commerce and the City Bank on Thursday in refusing to honor the certified checks presented by the clique had an ex- cellent effect upon the Wall street operators yes- terday—that is, it afforded a feeling of relief to those operators and business men who had no interest either in the success or failure of the | “corners.” There was, to be sure, considerable | nervousness leit after the scare of the day pre. | vious, but as the cliques remained perfectly quiet. | | evidently rendered powerless for the time being by the resnit of the bold stand of the two banks mentioned, the majority of the real business men who do not tnake it a prac- tice to operate in stocks felt more reassured and confident that there was no immediate prospect ofa “crash.” A HERALD reporter, anxious to as- certain whether or not the cliques had made any biading, called upon Mr. Vail, the | CASHIER OF THE DANK OF COMMERCE, | during the afternoon, and broached the subject to | him. During the conversation that ensued Mr. | Vall remarked :— “They have made no new move, as far as I | Know, tu the way of an eifort to prsh us from | the stand we have taken, It is my opinion that the matter will now go to the Courts, and that that will make our path clear for the future.” “1 suppose you know,” said the reporter, “that bank, who contend thatit had no right whatever to refuse payment of cheeks endor: by itse “1 know,” was the frank reply, “that there are a few men who find fault with what we have dong; | but lassure you that the great imajority of the business community will agree that we did what was | | i | | | { | RIGHT AND PROPER, Just a moment or go before you came in a very well known business man came in to see me, and said ibe, Sire Vail, ever sigce tus bank was starved ‘The restoration of a confident fecling in the streot each aols ol was instanced in a remarkable advance m govera- | knew right ‘wellithat new moye toward compelling the banks to do their | there the Whole question will be decided in a way | there are a few who condemn the action of your | do | Bed ei Ri I Dave held thirty-three of its snates, and I 8 ¢. o 7] 709 &: have always he) them against ali temptations to 1 b > : 98 do. ‘fell, and after what it has dene in this lock-up & 4. . 2 business My confidence has been made greater ta bare | least one bank that hag had The courage to stand | 99 do, : x ae.
