The cotion market was un- shanged. MONEY FOUR TO SEVEN PER CENT. The features of the money market were the con- tinued activity up to near the close ot banking hours and the suaden relaxation just before three o'clock. The rates on call had ranged from four to seven per cent, the government dealers having balaaces left With them at four per cent and some of the smaller | houses paying Sevcn gold on stocks, Atten minutes to three the marked collapsed unier the pressure of money disbursed by the Sab-Treasury in payment of the bonds bought the day previous, At the same time rumors Were current that the Secretary of the | Treasury had consented to scceph tenders of the bonds of 1862 1n payment of the gold sold to-day. Prime commercial paper was quoted 7 per cent discount, FOREIGN EXCHANGE HIGHER, The announcement that the Bank of England di- reciors, at their weekly meeting, this morning, had advanced the rate of discount one per cent—viz., from two to three per cent—stiffemed the foreign exchanges, and quotations subsequently ad- vanced, in sympathy with the relaxation in the demand for cash gold. The actual business of the ay was chiefly on the basts of 103!4 for prime sixty- day steriimg, but the bankers eventually reiused to draw at less than 10814. The alteration of the Bank of England rate makes a difference of five-eightns per cent between sixty-day and sight sterling. The closing quotations were:—Sterliny, commercial, 107 @ 108%; do., good to prime bankers’, 10834 a 1084 do. do., aight, 108% a 10934. Francs and Continental Tates were as last quoted. ‘The rates for commercial bills have of late been so unfavorable that cargoes have been shipped in direct exchange for specie, and hence the spasmodic exports of specie from England reported during me past week. a THE GOVERNMENT GOLD SALB. The Assistant ‘Treasurer opened bids at noon for ‘the two mullions of gold advertised to be sold, in ac- cordance with the September programme, ‘The bids ‘were fifty in number, and called for a total of $8,885,000 at 1124 114.51. After an interval of over gn hour the Assistant Treasurer announced that he ‘was Instructed to accept bids for six millions, and ‘the award of that amount was made at 114.51 a 113.90, ‘The question is asked, if Mr. Boutwell could spare ‘ix millions of gold to-day why did he not buy six . —$$—$— ond July, 55 & 56; do. do, April and October, 58 59; Arkansas sixes, 57. 60; do, sevens, 60 a 62. SOCKS UNSETTLED, The stock market received the announcement of a sale of six millions of gold with great excitement, owing to the tendency the transaction would have in tightening the money market, and prices at once began falling, the decline being quite heavy in | Union Pacific, Pacific Mail, Lake Shore and Onto and Mississippi. Subsequently an improved feeling | was occasioned by the closing relaxation of the | money market and by the rumors that Mr. Boutweil would so arrange his operations that his gold sales should not interfere with the supply of currency. GOLD BXOITED—11434 A 1143{ A113% a 11434 A 114, ‘The gold market meantime had been dealing on ‘the hypothesis that the sale, whic it might possibly be confined to two millions, would not exceed four millions. The gold clique had quietly prepared themselves for the ‘Treasury assault by selling some of their gold the day previous, and, fortified with the proceeds, awaited developments. Gold opened ft 11434, receded to 114%, and advanced to 114% at moon. Here the bids at the Sub Treasury were an- mounced, and as the large majority were con- siderably below the market price the clique thought the government sale wonld not go beyond their calculation, and, pending the award bought freely and advanced the price to 414%. The immense amount awarded took them by surprise, but failed to dislodge them from their po- sition, Gold yielded, touched 113% for a moment gna then rose again amid the cheers of the ‘bulls’? @nd the yells of the “bears,” until, at 114%, a lead- ing “‘buli’ took the sum of two millions, Subse- quently the point 114% was touched by the de- Haunt “balls,” as if to show their complete control of the marker, and the price then fell off to 114% ona ‘Fable Foport tual A specie shipment of £70,000 had eft England to-day, im addition to the . vne of £21,000 reported yesterday. —er- xainly the events of the day have been of great interest and importance. The power of aclique to cope with the Treasury of the Unitea States is something startling. Tne quarrel as it stands is between the clique ali alone on the one side and the tmporters, the Syndicate ana Mr. Boutwell on the other. The importers we warned jast spring and summer of the great danger they ran in borrowing instead of buying their gold, and sve repeated the warning several times, As for the Syndicate, they are heavily interested in a decline in gold. As for Mr. Boutwell his indignation and vanity are aroused because he has been defled and repulsed by the gold clique. Were tt not that Mr. Boatwill implicates to some extent the fair fame of Bhe country tn his failure to suppress the gold clique we should ask for fair play be: ween the olique pad the syndicate—between the two great gold- gambiing pools who are the cause of all this excite- ment in monetary circles and derangement tn bust- circles. But doubtiess the public will see that e mistakes of Mr. Boutwell as a financier will not counted to the discredit of the nation. It Is said at the sale of to-day was uot directed personally by Mr. Boutwell, but was committed to the dis- pretion of certain parties here who are interested in fan active money market and desired to see a heavy gale of gold because of the drain it would make on the legal tenders of the banks, Yast week, it will be remembered, the wale was entrusted to the Syndicate. At tne close of )usiness it was reported that Mr. Boutwell, chagrined ‘pt the failure of his sale of six millions to break the market, would be in town early to-morrow to make a “new departure” of some kind, Naturally enongh, ‘the rumors thus arising took several shapes; he was to receive the bonus of 1862 in exchange for the gold Je sold to-day; he was to pay gold on dewand for Yen millions of these redeemable issues; and, finally, he Was going to allow six days’ grace for the pay- fnent of the gold sold to-day. As to anticipating the redemption of tho 1862's, we doubt his power to do #0 unless the Syndicate agree to forego an evident part of their contract with him. Lowever, Mr. Boutwell, after many days’ expectation, 1s to be in Wall street to-morrow, and we shail see what we Bhall see. The course of the imarket 1s suown in the taple:— 0A.
