FINANCIAL AND COMMERCIAL, WALL STREET, } WEDNESDAY, Sept, 20—6 P. M. On "Change to-day wheat was firm, in response to easier rates for freights, The cotton marke! was @teady and firm. MONEY FOUR TO SEVEN PER CENT. ‘The money market was active, but Jess irregular as to rates, the extremes m both directions not be- tg as wide apart as on Tuesday. There were no further dealings at three per cent and none mM excess of seven per cent currency. It is difficult to say whether the market is really as active as repre- wented by seven per cent, but that rate was freely paid by the smalier stock houses and toward vbree @’clock by the best class of borrowers, The bulk of business, however, was at five per cen on government bouls and at six per cent om stocks, Large balances were ie:t with the government dealers at four per cent, but loans on governments were made at as high as IX per cent and on stocks at as low as five per cent. The inquiry atseven per cent bad the ap- pearance of being artificial, and of being instituted by parties interested im buying stocks at Jower prices, The market summed up briefly 1s, there- Tore, quoted as four to six per cent on government collaterals aud five (oBeven per cent on stocks. Transactions mm paper were arrested by the main- tenance of tue advance tn rates on call loans, Foreign exchange continued unseiticdeby the stringency in cash gold, but may be quoted a little ‘more e shdaay gra the close gn the basis OF 103 a 108 4 for bankers’ sixiy sday steriing. TRE GOVERNMENT PURCHASE OF HON A large gathering of brokers attended the opening of the proposals to seli bonds to the government tae day, Owing to the interest atiaching just now to the influence of Treasury operations on the gold and mouey markets. Contrary to expectation Mr. Bout. ‘Well was not present, but Will be in town to-morrow or the next day. The proposals were found to offera Aotal of $6,904,559 bonds at prices ranging from 112.20 to 114.59, gold atthe time being 111°;. In otaer words, Mr. Boutweil was tendered about sevea millions of dive-twenties ata discount ranging from 4y to 2% per cent below thelr par of gold. The amount advertised to be bonght was one milion, The amount accepted was three millions, and the prices paid rangéd from 112.20 to 112.09, the average being ratner less Shan 112.59, With gold at 1 the bonds were therefore obtained at a discount of two per cent. Yet Mr. Boutwell, on tae Ist of December next in- tends paying the full parin gold for one hundred millions of five twenties of 1362—-or two per cent more tian their prize to-aay—a loss on the transac- tion of two mill E Peopte have been wondering on what terms tne Syndicate took the mew ican off Mr. Boutwell’s shoulders, Doubtless the Immense profit on vuralng in ono hundred mil- Mons of tivo-twentics to the Treasury at par la gold ext December will explain tae matter, ov.
