Acable despatch to the Associated Press, aatea ¢m London to-day, states that Judge Richardson, Assistant Secretary of the ‘Treasury, reports the complete success of his negotiations for the sale of ‘the now five per cent bonds. While hoping the news is true we are inclined to suspect some mistake about it. The London bankers are generally eredited with the possession of an ordinary amount of sagacity and shrewdness, and hence it 18 dificult to understand why they should pay par for the bonds to Judge Richardson (who 4s compelied by the terms of the Fanding act to ‘Bocept no less) when they can buy them in this market at a discount varying according to the, rate ot exchange from one to two or threo per cenh ‘Either the Associated Press agent has made a mis- take or the great generosity of the London bankers in paying so liberally for our bonds 1s another result of the entente cordiale established by the Treaty of ‘Washington. There is appar- -ently no outside interest of a speculative or invest- ment character. The knowledge has become so ‘well spread that the leading stocks are in the hands of cliques that speculative buyers will not take hold ‘Where the chances of a small rise are more than counterbalanced by the risks of a heavy decline, while investment seekers think prices too high, and expect, from the experience of years, that they can do fully as well, if not a great deal better next winter, when the clamps of tight money force the cliques to disburden themselves. ‘Last summer the Northwest stocks were all concen- trated in one spot in Exchange place, but were left severely alone by the public until last winter, when the clique had to sell and disperse them at the prices people were willing to pay.
