) ; 10 NEW YORK HERALD, THURSDAY, JUNE 22 1 General Howard said he wrote or said to Ayre ti... WASHINGTON, po to pay Ruffin. Another witness testified More Claimants to the New York Trinity Church Property, Complaints Concerning the Redemption of Mutilated Currency. Beception of American Naval Cfficers by the Khedive of Egypt. Wasumeron, June 21, 1871. Another Claimant of Trinity Church Pro- perty—Anneke Jans’ Heirs Vat in the Cold, ‘The ‘Secretary of the Treasury states that be has received a proposition to sell the Trinity church pro- perty, New York, for $25,000,000, The proposal comes from parties claiming that the estate belongs to the government, under the terms of the treaiy of peace ‘Of 1783, Medemption of Mutilated Currency—Attempts to Cheat the Government. Numerous complaints are received at the Treasury from officers of the Department, bankers and others that remittances of mutilated currency, believed to have been coriect when forwarded for redemption, have been subject to unjust deductions for alleged “shorts,’? and mtimations have been made of gross carelessness or dishonesty on the part of Treasury counters, The following facts oMicially obtained expiain the justice of the allegations:—Every package of currency received fur redemption is de- iivered, seals unbroken, to the lady who is to count it, who breaks the seal and counts the package in the presence of other clerks; and, im case of the discovery of any considerable discrepancy, one of whom is calied upon to verify the count. The notes are then cut in two by machinery, one end bemg Bent to one office and the other end to another office for recount. Any mistake discovered in either of the latter ofices is at once traced, by meaus of the ame ou the wrapper that surrounds the notes, to the counter in the Treasurer's office, who is required vw make good all shorts and counterfeits discovered in money counted by her. Any counter habitually repoiting shorts would give rise to suspicions of Gishonesty. This system is deemed effective against dishonesty or carelessness by the following facts, Firsi—The “overs” discovered more than equal the “shoris” aud nearly equal the “shorts? und counterteits togetaer; the “overs” are, of course, pocketed by the senders, while the “shorts,” even if Jound in the money of a person to whom ‘overs’? have beeu frequeuuly returned, provoke much com- Platut and sometunes abuse Tnose most habitu- aily incorrect make the largest complaint when “shorts” are fastened upon tuein. Second—Aituough the packages are delivered to the counters without regard to the parties from ‘Whom they have been received, so. that different Temittances irom the same purty are Seldom counted by the same counler successively, yet 1t 1s found that remttances from certain parties are gener- ally correct, while those {roi others are habitually imcorrect. it 28 freyuently the case that remit- tances reaching a8 high as $50,000 irom certain parties are invarlaby within @ few cents of absolute correctness, and the discrenaucy quite as Likely to ve an “over? as “snort.” Kemittances Irom other correspondenis,on the contrary, are quile a invariably ‘*short,” making it a matier of periect certain'y when such remittances are re- ceived that they wiil be found wanting toa greater or less amount. These jacts show tuat the great mass of reported “shorts? actuuily exist wen the mouey 18 received at the Treasurer's ofice. Important Ruling by Commissioner Plea- sonton. The Commissioner of Internal Revenue has so far modified Special Order No. 102 that the distinction between distilled spirits and compound liquors containing distilled spirits is to be determined by the actual per cent of proof spirits, mstead of by the mdication of the hydrometer. Taking the indi- cations of the hydrometer as a means of determin- Img when distilled spirits lose their identity as such by being compounded with other liquors, nearly all of that class of liquor known as black- berry, cherry and ginger brands would be subject to atax of fifty cents per quart, as the quantity of sugar present in these liquors prevents the hydrome- ter from indicatiug the actual per cent, the indica- tions being invariably below fifty, while, in fact, the luguor contains fiom sixty to eighty per cent of proof spirits. The modification of the rule is that when the lquor contain more than fifty per cent proof spirits it is to bé regarded As distilled spirits and to be taxed under section 59, but to be gauged and stamped under section 25 of the act of July 20, 1868: and when it contains but Aifty per cent or less proof spirits it is to be reported and taxed under section 48 of said act. Hooors to American Naval Officers in Egypt. Captain Stevens, of the United States steamer Guerriere, reports to the Navy Department his ar- rivai at Alexandria, Egypt, April26. He says: I visited Cairo with my ofMlcers, amd had an inter- view with the Khedive, who received us in one of bis palaces with great distinction, extending to the party every facility to visit tue numerous places of interest in that portion of Egypt. Whue there I met many ‘of the officers of the late Confederate government, who took occasion to pay us every honor, and who seem to be thoroughly reconstructed and proud of the nationality they once fought to destroy. Ata very handsome banqtet given by Americans in the service of the Kuedive, the Minister of War was present, and in honor of the occasion Poona sen- tuments highly honorable to the Uniwed States, Ex- Iroordinary exeruious are making to put the coast i a complete state of deience. After 1urther pro- ceedings the Court gave the case to the jury, re- marking there seemed to be ap irreconcilable dis- crepancy between the depositions of Howard aud Captain Ayre.
