8 —— Ee BOARD OF HEALTH. Valuable Health Statistics—The Fat Melters~ Smallpox—Drainage in the Upper Wards. The Board of Health yesterday met at the usual gour, all the members present, except Commis- sioner Gross and Mayor Hall, The sanitary committee reported against giving Mr. Donohue, fat melter, in Thirty-eighth street an extension of thirty days to erect new buildings, but it was convenienuy filed away so as to prevent his arrest, ‘rhe sanitary committee reported that in view of the near completion of the vaccination of citizens the extra assistant health mspectors be removed, which was adopted, President Bosworth remarked that since March 35,048 persons had been vaccinated. Superintendent Morris, iu accordance with the Tecent act passed April 17th for draining other than by sewers, certifed that a blind drain is necessary tocarry off the stagnant water beiween Seventy- eighth and Seventy-ninth streets and Second aud rin avenues, which is very detrimental to the health of the neighbornood. A resolution to for certificate to the Department of Public —— with orders to make the necessary drainage. southwest corner of Fourth avenue ana Nineticth street was ordered to be discontinued asa human habitation. Drs. 0, A. Ride, 126 Second avenue, C. Calillaud ¥. C, Hilmer were ordered to be prosecuted for neglecting to report contagious diseases. Applications were made to render sh fat by Gamble & McNeil, the Butchers’ Association, opie & Booth, Smith Ely and others and were re- ferred to the Sanitary Committee. The following important reporis as to the condition of public health and mortuary statistics were read:— T have the honor to submit the following comparative atate- ment of contagious diseases reported to this bureau for the two weeks sending May 6, 1871:— Fevers. In ad- dition they have vaccinated children in the schoois— making a total of vaccinations for the week, 6,504. Of these 785 were primary and 6,519 secondary vacc.tations, The value of Vaccination as a protection seems to be gene- rally recognized, and those utierly refusing its boon, we almost “aay discover, are the sufferers by the epidemic, So often has this occurred within the last few weeks that it has come to be a common observation among the health inspec- tors, after visiting the cases reported, that “this lennon wae one who, when vaccination was offered by the uspecior, either re‘used to be vaccinated,” or replied {hat re was no dange! them." Mothers, id to the inspectors in numerous instances, Ob that I bad taken your ady.ce in tine ‘The remarkable suécess of secondary ccna about fifty per centum of the whole number vaccinated — shows to my mind conclusively one great reason why this epidemic bas been so persistent. ‘The public generally have but a sttgbt idea of be almost daily exposure they are in various subjected Scarcely a day passes without a of a ‘developed amal)pox walking into this oilice, asking to be sent to hosp tai, in many instances being sent through the public streets ‘by public conveyances from diferent parts oi the eity. It seems almost incredibie that professional men would 60 ex- pose the public, yet the fact is too true. Yesterday # ‘patient in the fifth day of the eruption, after walking from Mon street, near Broome, to Sixth avenue, was sent again through the streets by the bhysie jan upon whom he culled to Lyk fice, to be forwarded to tue hospiti Such conduct can bardiy be termed care.ct prehensibie, and exhibits @ total disregard Others, ‘Pa.jents are not unfrequently sent by pbyatctans in public hacks both to this oflice and tothe hospital, thus infecting a carriage in which many persons may alterwWards ride entirely unconscious of the danger they are incurring. Whenever such vebicies are under our cognizance they are moat tho- roughiy disin before being allowed to depart; but we do not learn of all so used until too Inte to secure them, Such practices are entirely unnecessary, a8 an ambulance will immediately be sent ior any case to any part of the eity whenever the bureau is notified, and the patientcan then be transferredthe nospit al without undue exposure 30 the public. So Ong as persons refure or neglect vaccin 86; it is re- the lives of on, and cases of smallpox or varioloid (which is equally coutagious, howev- er mild jn form) are. concealed or allowed to be sent through the public streets as before mentioned, just 60 long wil this Joathsome disease persis ‘The Register of Records reports but 15 deaths by amafipox during the past week, 6 of which occurred at the bofpital, leaving ? as taking place at their own dwelling The average ¢ ‘ly census of the sick at hospital for’ the week was lil. Raids—What the New York Rendering Company Are Doix Tribalst ons Tne public, who for years have patiently sub- mitted to the intolerable nuisances committed by some of the fat melters, have long looked to the Board of Health for relief. The sanitary authorities have time and again declared their intention to run all the fat men out of the city.when they could find # local habitation elsewhere. The recent arrest of many of them js merely the inception of the war that is to be waged upon them this summer, and to-day at the Tombs those arrested a.e to be disposed of. ‘Ine impression among them is that {t 1s the intention of the Health authorities to ‘‘snuff out’ all the estab- lishments in the city except the New York Render- ing Company, which has a contract with the city to reinove and Tender dead animals and offal, and are growing immensely rich therevy, and increase the Value Of ita stock by two or turee hundred per cent by giving thein a monopoly of the business. It Is be- Tieved tat so soon. as (heir arrangements are mmpleted all permits to regder fat in the city will be discontinued, and, pertorce, the butchers will be compelled to send their fat to be rendered at such terms as this New York Rendering Company monopoly may offer, The ult must, as @ matter of course, jarwety advance the stock of the fren agl and neh it can be “thrown around loose” athon oft aly to Hoe if piish so desirable an event, while the réaldént pal Will be benefited by release from the vile odors thal are now Caused by the boiling within the city limita, The travelling public on river steamers must, how- ever, suffer from the vile boats that plough the river, pt forth their sickly and disgusting smells. this be the programme of the Board of ealth, and the circumstances seem to jus- oly h & Conciusion, its members should at once invest their smail cash and seven-thirties in Tal rendering stock. Martin Convicted of Manslaughter ia the Third Degree Sent to the State Prison fer Four Years. ‘The most of yesterday was occupied in the sum- ming up by counsel of the testimony given in tne General Sessions on Tuesday, before City Judge Bedford, upon the trial of “ichael Martin for kill- ing Patrick Welsh on the 17th of March, 1870.
