WASHINGTON. Important Decision in the Supreme Court. ees The Constitutionality of the Legal Tender Act Affirmed. Raval Preparations for the Reéep* tion of the Czarewitch. — ve ” The N. P, Trist Claim—Lobbyists to Demand the Lion's Share, The Woman Snffrage Question to be Decided in the Courts. ‘7 oh , WasmmnoroN, April 14, 1871.” The .Constitutionality of the Legal Tender Act Adirmed. ? The Jnages of the Supreme Court, after an elabo- rate deliberation, have decided by a vote of five to four in favor of the consututionality of the Lega, Tender act. Those who dissented—Chase, Clifford, Nelscn and Field, Justice Davis, who last year Voted against the consututionality of the act, changed his vote this year, which gave the prepon. derance to the other side, Tne opinions, itis under: stood, will not be announced until the next term of the court. E@ects of the Coal Troubles—Shipments of Cumberland Coal to New York. The troubles in the anthracite coal region are showinz their important effects on the business of the Chesapeake and Ohto Canal. Sixty-four boats, joadcd with Camberiand coal and averaging 112 tons each, were entered and locked at Georgetown to-day, the largest business ever done in one day. There are now upwards of sevegty sailing vessels and steamer loadings Cumberiand coal at Georgetown for Northern ports, principally New York. Navigation opened on the canal on the 81a of March, and upto the time of opening last year the tolls at the receiving lock was $34,497, When it is known that nearly all of this toll was collected on coal some idea of the large business done this year may be forme, large feet of ves- sels is also at Alex loading coal for Northern por, bata ee , ere The New Lot “fhe subscriptions to the new loan were $150,000, The Secretary of the Treasury orders that the com- mission of bankers and others employed in negoti- ating the new loan be paid in coin. Those who have received their commissions already are notified to return the amounts of currency and receive coin in ‘leu thereof, . Prouresd 6f the Work Upon the New Bonds, The progress of work upon the new bonds 1s very active. Packages of backs for the fifty, bundred, five hundred, thousand, five thousand and ten thousand registered and coupon bonds have fiready deen received from the New York bank note companies, and preparations for printing the faces of the bonds are being pusned for- ward with energy. ‘The vignettes for both the registered and coupon are the same and are Placed on bonds of similar denominations. The vignette for the fitty doar is a likeness of Silas Wright: for the hundred dollars, of ex-Secretary Sianton; of the five hundrea dollars, for Thomas H. Benton; for the thousand dollars, ex-President Har- vison; for the five thousand dollar, Anson Burlin- ‘ame, and for the ten thousand dollar, the late Governor Andrew, of Massachusetts. The en- graving of the bonds in all cases is regarded as superior in fineness of @esign and execution to any simtiar work ever done intwis country or else- where, Mr. Cassalaer,in charge of the engraving branch of the Bureau of Engraving and Printing of | the Treasury Department, expects they will be abie £0 furnish bends to the agents by the 15th of May, The Insane Claimant of the Waite House. Patrick McGuinness, the individual who came to Washington from Pawtucket to clalin the Presiden- tial chair, as stated ina telegram on Saturday, was started back to Rhode Isiand on the Satmrday’s iain, but jumpea from the car at Bladensburg and returned to this city, when he made another unsuc- cessful attempt to ovtain the Presidentiat chair on Saturday night. Executive Mansion aud transferred to the police who kept him iu the Central guardvouse uniil this morning, whev be was sent to the insane asylum, physicians having pronounced him to be insane. The Nicholas P. Trist Claim—Big Fees for Lobbyists. There wasa@ story in circulation to-night to the effect that General Butler had gene to the First Comptroiier of the Treasury and had the claim of Nicholas P. Trist, for services as Envoy to Mexico, stopped, on the ground that he (Butler) had a claim against Trist for fees as lawyer. General Butler says there te ztotone word of truth in it; that he never saw or spoke to Trist, or had anything to do with the claim in question, It appears that one Linus M. Child, of Boston, who is the executor of the will of Linus Child, who was the counsel for Trist, has flied a bill in equity in the Supreme Court of the District of Columbia, praying for an in- Juncuon to restrain the payment of the claim of ‘Trist until a fee of twenty-five,per cent is paid him (Child) fer services as lawyer tn getting the claum Through. ‘This bill represents that Trist promised the Lious Child, partner of Linas M. C.old, tne peti- Uoner, that whenever the claim went through he (Trist) would pay this amount.to Child. Mr. Butler, being frem Massachusetts, bas probably been con- founded with Mr. Child. Proposed Testimonial to Baron Gerolt. The proposed departuré of Baron de Geroit causes much regret among is numerous trends, who intend te commemorate the high esteem enterwined for the late representative of Germany by a lasuag testimonial. A few days since Shaeflers, accompanied by Sheriff Vincent, pro- ceeded to Paducah, and with a requisition, arrested William, and left for Dresden with the prisoner. This morning, about two o'clock, when the train carrying the party stopped at Ralston, on the Nash- ville and Northwestern Railroad, some eight miles from Dresden, about forty men, with masks, suddenly appeared, and, after pointing pistols at the railroad Officials, took the prisoner off. This morning the bodies of Edward and William were both found | hanging in the Wouds, It appears the maskers had forced the jailor at Dresden to give up Edward and had taken him to Ralston, FIRES, : Rome Iron Works—Loss $150,00e Rome, N.
