MEXICO. Acts of the Last Congress—Mr. Zarati on the Indian Races of Mexico—Extracts from American Papers=The “Zona Libre”=—Te- huantepec Canal, Mexico, Dec, 11, 1870. Among the late acts of Congress which relate to tne material advancement of the country are the following:~The return to Congress, without ob- servations, by the Minister of Fomeuto«f the bill granting to Messrs. René Matssen and Felix Wyatt the right to construct a railroad from Vera Cruz to Anton Lizardo, and then to the line of the Tehuan- tepec Railroad, with several important branch roads, one leading to the Pacific Ocean. The con- cession grants certain privileges to the com- pany which shall be ergauized for the con- struction of the road, which are liberal. Mr Maisson is the editor aud proprietor of the aper published in this capital known as the Jratt @ Union, and Mr. Wyatt is a gentleman from Phila- delphia, ‘The etfect of the return of the bill without observation is this, that it becomes @ law without discussion, the Executive of the nation thereby sig- nifying his approval of the bill as passed by Con- gress. The latter body has not yet acted upon the bill for the privilege of constructing the Tuxpan and Mexico and Pacilic road, which was returned to it by the Executive with some amendatory observa- tons, There 13, boweyor, reason to believe that action will be taken at an early day upon ts and other important measures. Several other bills, granting aid for ihe construction of new telegraph lines, have been presented, but the condition of the Treasury prevents any wiatertal aid being given, The same is the case with reference to proposed new wagon roads. THE MURDER TRIAL IN BINGHAMTON, Interesting History of the Prisoner, Edward H. Rulom™ [From the Utica (N. Y.) Herald, Jan. 9.) Edward H. Ruioi, now on wial for his life at Binghamton, is more than an ordinary criminal. The crime for which he 1s pow arraigned cannot have passed irom the memory of our readers, It Was only in August last that the store of Haibert Brothers, Binghamton, was burglarized, and a olerk—Frederick A. Merrick—killed while resisung the burglars. The latter escaped. Two of them, named Jarvis and Dexter, were drowned the same night, while attempting to cross the Chenango river. Tie other—Kwof—was arrested soon after, He gave his pame as E. Dalton, but was soon recog. nized, among others, by Judge Balcom and Mrs, Shuite, Ruioit’s mother-in-law. He was a doctor, & law- Yer, a teacher, @ mechanic, as he saw fit, amd, what was more icmarkable, appeared master of each pro- fession, Suddenly, in the year 1845, his wife and child disappeared, Ruloft was arrested on a charge of abduction, and was contined in jal at Ithaca.
