I think it does not. That section gives to naval om- cers and surveyors maximum —_compensa- tion of $5,000 and $4,500, respectively, out of any and all fees and emviuments t them received. This meaus the lawful fees only. ‘The act of 1851 reduced their fees, in commo. witit those of other revenue officers, enough to provide the additional compensation given by that act to the appraisers and assistant appraisers of the enumerated ports.
