Monpaetie ‘June 2, 1870, A DULL Day. ‘This has been unmistakably a dull day in the sev- @ral markets in Wall street—so dull a day that even the dulest comprehension, however bullishly in- ¢lined, or whatever its connection with certain morning and evening journals (60-called), could not fail to realize that important fact. Indeed, there Were not wanting those who added an alliterative adverb to the descriptive adjective we have used— an adjective sadly suggestive of the cir- cumstance that this ‘revival weather,” had failed to impress them with the lesson it so broadly teaches of the consequences sure to follow the ut terance of such “idle words.” But Wall street is sceptical, and, perhaps, it failed to see tne appilca- tion, even as it falled to see that more directly at- tempted in a certain Bohemian journal yesterday morning and echoed in an advenutious news- Paper last evening. In a summary way it may be * said there were no features here to- day. THE CURRENCY BILL still continues to excite the attention of the street as the leading feature of the financial situation, es- pecially as but l1\tle more authentic information has ‘been received as to thé precise meaning of certain, and the most important, sections, contained im it, The effort, however, of the “commission” money writers— well known for their venality in such re- spects—to interpret itas an inflation measure has had the effect of attracting more than usual attention to peculiar contraction features it contains. While the utterances of these commentators are wholly unworthy of ex- tended notice, it seems, however, @ duty to repudiate, on behalf of the independent press of this country, the action of these parasitical journalists who find their highest ambition in the service of the highest bidder, All persons possessing feeling and appreciating the trials and temptations to which they may have been exposed and have succumbed ‘to, feel the largest sympathy for those unfortunate female outcasts of society who crowd our streets at night, saddening the thoughtful passenger by their aelicitation—but for the men entrusted with a grave responsibility, who prostitute the opportunity of high-minded, honorable criticism, to purposes of base private gain, and sell themselves, their honor, ther manhood, and, it may be, their employer, for a call on ten, fifteen or twenty shares Of stock, there is nothing but contempt. Worse than the class of which they are prototypes, they have not the excuse of necessity, as it is to be supposed they are well paid for their legitimate labor; but permitting the lust of money to obscure thelr sense of honor, they bring an honorable profession into disgrace, in a degree that is not possible in any other department. But to leave this regretful theme of comment, which brings a blush to the brow of every newspaper man of principle, and to return to the Currency bill. It will be recol- Jected that the main points of this bill are, first, the issue of $95,000,000 additional national bank cur- rency and, secondly, the withdrawal of the three per cent certificates, amounting to between forty- five and flity millions. It is not stated how the latter are to be redeemed, notwithstanding the existence of a reserve fund of $5604000,000, specially created for such redemption by previous enactment, thus leav- ing a presumption that such fund is not to be so used, which is still further strengthened by private advices. from Washington. These state that the three per cents are to be purchased by the Secretary of the Treasury 1n preference to all other interest bearing debt obliga- tions, the inference being that current funds only are to be used in their redemption, But, even admitting the substitution of a new issue of green- backs from the reserve fund before mentioned, for the three per cents—a doubtful contingency, as the latter are admitted in the bank reserve for their full value in this city—this would not amount to expan- sion here. But, taking into consideration that the banks are obliged to hold twenty-five per cent. of iawful money in reserve, the addition of $95,000,000 of new iabilities will withdraw from circulation over twenty-three millions of greenbacks to meet this requirement, which supplemented by $45,000,000 possibly with- drawn, although not certainly, sv far as we know #v present, reduces tile resources of the banks very ma- terially. If this 1s not contraction, and of the worst kind, tt 1s hard to tell what is, And besides, in this reduced volume of lawful money, how much easier does it become fora clique of reckless speculators to produce an artificial stringency by \ock- ing up greenbacks? Congress has becn too careless in its consideration of this matter. It is unfortunate that but few men there understand the principles which govern banking and currency, and hence have thus biundered unconsciously in so im. portant matter. Mr. Randall, in proposing to sub- stitute greenbacks for national bank notes, ap- proached the proper solution of the present diffi- culty, and it is to be hoped the Senate will consider this question in the broad sense thus illustrated and prove itself as independent of the influence of the national banks in its action on this measure as it did in the passage of its honest, but mistaken, Funding bill, GOLD Lown. The publication of gratifying crop prospects, care- fully collected from independent sources, in the HERALD this morning, operated to induce a weaker feeling in gold at the start, when the premium went off to 1125. Later, however, the market rallied in view of the distant effect of such returns and ad- ‘vanced to 112%, but was barely steady through the day between that figure and 112%, The movement in the room is shown in the following tabi 112% 1P.
