FINANCIAL AND COMMERCIAL. Wepvespay, Sept. 15, 1869, Secretary Boutwell, who is now @ sojourner in this city, should make his present visit more than @ fying one, He was generally expected on Change this morning, but as the day wore op word was received that he did not leave Boston unui the fore- noon, too late to reach the elfy m business hours. He is to be te guest of some of itis friends this even- ‘Ing, and to-morrow will come down to Wall street. At is Co be hoped that he will not sat himself with a cursory glance at the Stock Exchange and a loox in at ihe Sub-Treasury, as he did jast spring, but ‘Will stay among us for a week uf need be, and ex- amine minutely ali the various branches ef business dn an4@ around the great money centre of the city, He should hold himseif aloo! from the political theorists, who on the one hand would force an im- mediute resumption of specie peyments, and of the speculating bondholders on the otner, who wish to enhance their property to the utmost possibile value, The provbiem which he has to svive is an intricate and dificult one, The instant he arrives in Wall girect he will be beset. by the two classes of specu- Jators, who care maggot for the prosperity of the Mercantile and wanufacturing sections of the com- munity, and are only anxious to convince him of a policy which will redound to the success of their own selish plans, Mr. boutwell has done well so far, because le has always acted deliberate- ly. In the spring stringency im mouey he bought bonds nd gave the money mar- ket the advantage of a generous distribution of ourrency. When ihe gold gamblers tocked up gold be sold gold and defeated th plans, so that tle merchants who had to make thelr remittances in the summer were able to buy all the way down to I8iy. He comee now ata ti when another con- gpiracy is reported in the gold market, but he is met at the door of his old plan by an outery from the bondholders that ifhe attempts to sell gold he will tighten the money. market and @erange the already Matiering condition of the fall trade. The Dondhoiders say sell the gold directly for bonds— anything so jong as their plan ts pnt im operation. It is, or should be, the wish of every one in the coun- try, to see gold lower, Every decline in the premium is a step nearer the full restoration of the national credit, But haste toward such a desirable end should be made slow)y, lest the pathway be strewn with bankruptcies. If we can continue to reduce the premium on t precious metal year by year it Will be a fast enongh approach to specie payments. In this view the bondholders are right in trying to induce the Secret to exchange his gola for thelr bonds. The gold thus given to the market would occasion a decline in the premium. But here anothe act of circumstances Is presented for Ws consideration. The only people who wish gold cheap at tbis season are the few merchants who have borrowed gold instead of remit MS of exchange in the s be- due. vho wish to see gold nigher are the great body of produce and cotton merchants Who constitute so important au element of the com- mercial community. say to Mr. Routweil, “Don’t mterfere he market.” reir reason is their dezire to market their goods in Barope for tue greatest sum of greenbucks possible, They further gay to him, “lf the importing merchant has bot remitted when he should have dove 80, and when his calculations of profit were made on the former price of gold, then by paying with borrowed gold, expecting to get it back cheaper, he has changed his character from an importing merchant toa gold ‘bear.’ ” Such are some of the considerations which should weigh with the Secretary of the Treasury. In former years we paid for our European goods when gold was highest and sold our home goods to Europe when gold was lowest. We paid out gold in summer when it Was high and we received gold in winter when it was cheaper. What a masterly stroke of finance it Woula be on the partof Mr. Boutwell should he re- verse the old rule, and let us sell gur goods for the best prices and buy at the lowest! The Gola market to-day was quict and strong at 136 a 180}4. The rise was due to the delay in Mr. Boat- welj’s arrival and the decline in the afternoon to the prospective sale of a million of goid at the Sub- Treasury to-morrow. The course of the market is shown in the table:— The demand for cash gold was light, and bidders paid 1-82, 7 ana 6 per cent to have their balances carried. In the afternoon the rate ranged Irom fat for borrowing to6 per cent for carrying. At the Gold Exchange Bank the gross clearances were $93,301,000, the gold balances $1,909,418, and the eurrency balances $2,681,742, Foreign exchange was weak and lower, prime Dankers’ sight steriing selling as low as 109%. ‘There is alarge amount of borrowed bilis for sale inthe market, which the holders expect to cover with lower gold and lower rates of exchange in the inter, Francs were weak. The range of quota- tions, which are nominal, was as follows:—Sterling, eixty days’ commercial, 107 a 107%; good to prime bankers’, 107% a 10834; short sight, 108% a 10834; Paris, sixty days, 5.28% 95.20; short sight, 5.20 a 8.1734; Antwerp, 5.25% 85.20; Switzerland, 6.28% a 6.20; Hamburg, 24% a 5 Amsterdam, 80% a 40%; Frankfort, 0934 @ 4054; Bremen, 77)4 @ 7844; Prus- Bian thalers, 70 a 7034. Moncey was easy at seven per cent, which was the Tate withont exeeption ali around. Commerctal paper was still dull, except at extreme rates, Very little was done under twelve per cent. The government bought two millions of five. | twenties pursuant to the programme for Septem. ber.
