FINANCIAL AND COMMERCIAL. eae - MONDAY, August 30—6 P. M. A sonsation is tn course of preparation for Wall street arising out of a call of the Comptroller of the Currency upon the banks for a statement, on Sep- tember 8, of the amounts of the several items they haye been accus‘omed to include in thelr specie as- gets, embracing gold coin, gold certificates, gold checks, gold bara, stiver coin, silver bars, uncollected coupons, and whatever else they may have been ac- oustomed to countas specie. The real character of the specie item eo prominent in the weekly statements of the banks has been often called in question, and the opinion has been entertained in many quarters ‘that there have been abuses and misrepresentation through the process of holding each others’ gold ohecks and calling them specte, It 18 also intl mated that there are spurious certificates afoat ‘Which this mvestization of the Comptroller will dia- cover. Late this afternoon there were curious ru- mors with reference to the issue of certificates from the Sub-Treasury, and one to the effect that General Bitterfleld bad found certificates signed and ready for fuse and counted in the deposits of the institution for which no gol) had been received or delivered. ‘The gold balance had thus been largely increased in figures. It was further stated that the large cancel- Intion of certificates during the past few weeks was due to the honest determination of the Assist ‘aht Treasurer to piace tie mercantile community aright in the knowledge of so Important @ point as the monetary status of the ‘Treasury. These rumors ‘were used by the ¢ljques who have been bulling gold to frighten tho bears into buying, but the market ‘was ouly faintly atfected by them. Indeed, tue treet’ has seldom been so dull. The apathy all stound was universally remarked, particularly in the Stock Exchange and Long Room, where bust- peas Was absolutely flat. The courne of prices in the stock market was downward under this duincss, and the decline on the general railway list was from ® quarter to one per cent, the latter extrenie being confined to New York Central, which was pressed for sale down to 200%, when it found buyers from that point back to 201, Reading was exceptionally strong, and rose to 96. The range of prices was as follows:— Lowest, New York Central. Erle was dull, but the few tranactions embraced Jarge amounts, ove sale comprising 1,600 shares. ‘There isa disposition to hammer the market after the recent advance. With reference to the move- ment On the part of the enemies of Erie to keep it from the Stock Exchange, article third of the con- stitution provides for the call of any stock, a regis. try of which ts kept ‘in some responsivle bank, trust company or o.her satisfactory agency.” Under She head of ‘Fisk's Laiest,”” the Port Jervis Gazette Baya:— Arrangements have been made to consolidate the ¢ Shore, Michizan Southern, and Toledo and Wa- ih Railroads. ‘ine new company will be known as the Lake Shore and Michigan Southern Railroad Company, and will contro! 1,650 miles of railroad, reaching from Buifalo to Chicago, and from Bufalo to the Mississippi river at Alton, opposite St. Louis. Negotiations are in progress to form a close alli- ance between this company and the Erie Company. One of the features of the proposed compact ts an agreement made bs the Erie managers to lay dowe a third rail fora narrow gauge track on the whole length of their road between Buffalo and Dunkirk and New York city. This wiil change the Erie from @ broad to a narrow rauge road, and, beside saving the cost or operating the road, will give Erle @ close and direct connection with the Union Pacific, with me change of cars between New York and San Fran- 0, In foreign exchange there was very little doing, and brokers are at a joss to comprehend the extreme duiness of the market. Usually at this season the demand for bills 1s quite active from the importing Merchants, but the business has almost entirely fatien way this season. The imports have been heavy, last ‘week reaching seven millions, and hence the mys- tery. The quantity of goods im bond and unmark- eted is very large. Thon as a large proportion of the goods which have arrived here has been ment as @ speculation by foreign merchants, and not brought by our own merchants, the Ngures of the imports represent a larger sum than must be remitted by bille, the proceeds of sales going back fm government bonds and other favorite Americ: gecuritios, which find a ready market in “nrope. Again, the summer trade in dry goods has been dull, For sterling the rates were 109%{ a 1094; for sixty Gay and 109% a 110 for sight bills. Asto the real re- ation of the imports and exports it appears from ad- vance sheets of the report of General Walker, of the Bureau of Statistics, for tne month of June and the fiscal year ending with June, that the total value of uttable articles imported for the year ending June BO was $396,847, 360 against $342, 245,659 last year; the ‘value of articles free of duty was $41,179,172 this year and $29,379,141 last. The total export of domestic commodities was $413,569,182 for this year and $454,301,719 for last. Of forelgu commodities re-ex- ported, the dutiable articles were valued at $10,487,208 this year and $11,486,451 last, wilie of those free of duty the figures stand $14,992,905 this year and $10,709,007 last. ‘The instructions of the Assistant Secretary of the Treasury to the Assistant Treasurer here to cou- tinue the purchases of bonds and the sales of gold in September, according to the programme of August, led to a strong and buoyant market for gov- ernments. It happens that the 1st of September falis on Wednesday and the 30th on Thursday. There ‘will therefore be five (extra) pure of bonds and three sales of gold during the mouth, tie programme of which was posted at the Sub-Treasury to-day, a8 follows:— The Treasury will continne the purchase of one million of bonds for the account of + aking fand on alternate Thursdays (uring the month of Sep- tember; also the sale of one nuliion gold on alternate Thursdays. It appears ‘that about $1,300,000 of this muerest was paid Inst Friday and Saturday in the form of chooks payable September 1, The total registered interest here is $2,161,497, The government market fell off a frac tion in the afternoon unler realizations on the five- twenties and in sympathy with the decline in gola, The following wore the closing street prices this evening:—United States sixes, 1851, registered, 123 @ 128%; do. do., coupon, 125% 4 123%; do. five-twentios, registered, 122'¢ @ 122)4; do. do., cou PON, 1862, 12334 @ 12524; do. do., coupon, 1864, 12236 a 12234; do, do., coupou, 1565, 122%¢ a 122)¢; do. do., coupon, new, 1805, 12114 a 121}4; do. do, coupon, 1867, 121% @ 121%; do, do., coupon, 1868, 121% a 121%; Go, ten-fortios, registered, Lili @ 112; do. @o,, coupon, 116% a Lifsy; curreucy Londs, lL a 111%. ‘The money market was easy at six per cent, the prevailing rate on cali loans, with the usual excep. tions at five and seven.
