M, Some surprise was ex; Wall street to- day at the gpparent ‘comparative statement of the public debt as pub- lished in'the HeRALD of this morning and the state- ment furnished by Secretary Boutwell. The former exhibits an increase of the debt of about eight and ‘one-half millions, while the latter claims a reduction jof in the neighvornocd of seven and one-half mil- ona. In the cage of the Hexaup the difference was plained a3 resulting from including the the grand total Railroad = bonds indebtedness, ‘by the Secretary, while no notice was taken of accrued interest, an item included in Mr. Boutwell’s ‘statement, It will thus be seen that both statements ‘were correct, but only partial exitibits of the actual nancial position of the nation. It is manifestly ‘proper that the Pacific Railroad bonds, for which the ernment in the cbaracter of Indorser is directly ble, while being also responsible for the yayment ‘OF interest thereon, should be inctuded in the sum of our outstanding obligations. We may never be eatied upon to liquidate them, and we sincerely trust Wwe will not; but as long as they obtain circulation pon the strength of the government's guaranteo nd until such time as the ability of the road to meet them at maturity is demonstrated ‘beyond all-question of doubt it is a piece of childish deceit for us to put them aside when calculating the extent of our liabilities. The markets in Wall street were again exceed- ‘ingly dull to-day. Money was had easily at five to @even per cent as the extreme rates on call loans, ‘the former figure being exceptional. On govern- ‘ments the ruling rate was six, while six and seven Were paid on mixed and stock collaterals, Commer- Cial paper was in fair request at previous rates rang- ing from eight to ten per cent. Goid opened at 135% and exhibited a strong, Steady tone in the market most of the day, ad- intermediate fractions to Room. The advance from the opening figure to 155% was slow in a dull, quiet market; but the further upward movement was sharper and accom- panied by some excitement in consequence of the Feported failure of a prominent Greek house doing business in Hanover square, a branch of a London house, which has likewise another branch in Rio Janeiro. It was stated that the Rio branch bad ‘become involved in gold speculations there, which Produced the suspension, and that the house was “short” between $800,000 and $900,000, gold. Thead- ‘vance in the premium was referred to the covering of this account, although a rumor of intended heavy shipments to-morrow was circulated simultancously ‘with the other report, which may have aided tn the apward turn.
