FINANCIAL AND COMMERCIAL. Monvay, July 12-6 P. M. opened with a very strong and buoyant murket in Wall street, the easy feciing prevailing at the close of business on Saturday having become decidedly cheerful and leading to an upward turo in the values of the leading speculative securities, ‘The Washington despatch announcing that the Secretary ot the Treasury would purchase three millions of bonds on the remaining Weduesdays of the month was primarily the occasion of this re- vival of the speculative feeling for arise. It was not kwown at‘firat whether these purchases were to sapersede or to be supplemental to the original plan ‘of buying @ million every other weck, the notice at ine door of the Sub Treasury merely confirmipg what was given in the newspaper despatches, Bat General Butterfield telegraplied to Washington for fuller loformation, and soon after prepared the tfohowmg:— . The Clearing House returns showed few short sales for Saturday, and the carry- ing rates a disposition to cever those outstanding to- day. The course of the market is set forta in the tabies— 10 A. A View of the Seventh, Tenth aud Thirteenth Wards—Thoe Condition of the Strects, Alleys and Gutters—The Health Board Moving at Last—A Hint to the Coroners, The Fourth and the Sixth, the Seventeenth and the Eleventh of the wards of this city the HBRALD has shown up to the Health Board, These reports gave the Board full knowledge of where the heading places of disease were. The Seventh, the Tenth aad Thirtecnth wards have been looked afer yesterday; and it w the hope of & majority of the people of New York that the Health Board will heed the suggestions of the HExALD and do what it can to abate the nul- sance so justly and so severely complained of. Only last Saturday it was stated in these columns that, with all his shortcomings, F. 1. A. Look at we SEVENTH WA, The Seventh ward is bounded north by Grand Btreet, west by Division, south by Catharine street, and east by the East river, and comprises many streets entirely uninhabitable by persons accus- tomed to pure air, Cherry street, for imstance, and Water street, are but other names for what may be called breeding holes of disease and death, This is especially the case between Market and Rutgers streets, and again between Montgomery and Corlear streets. The block near Jackson street may be par- ticularly mentioned as being ollensive in the most superlative degree. Qn each side of the street the gutters are filed with rubbish and filth, and in the street there are pools of water, the green scum of which are proof that they are not benelicial to the aby health of the people living mm the neigubor- 0 Going up Gouverneur and Scammell streets the same condition of the gutters and streets 1s found. THE TENTH WARD. The Tenth ward extends from the Bowefy to Nor- folk street and from Division to Rivington street, and ts also built up with tenement houses, only on some of the side streets old two and two and a half story dwellings remain, which have of late been turned into tenements. The same complaint may be made of this locality as of the others named, but not to the same exvent. Yet on Grand and Essex streets the green grocers are taking the same iiber- ties with the street as their colleagues in business in the Eleventh and Seventeenth wards, and throw the refuse leaves aud garbage promiscuously about them to be worked upon by the sun and the water, and they themselves seem to be steel-clad against all smells, On Essex street, near Rivington, in fact on all the other streets of this ward, the gutters need pe «| 80 that the descent to the sewer should be even.
