The extraordinary condition of the money market ‘at this season of the year, when, according to prece- Gent, funds shou!d pot command more than four to five per cent interest in transaetions on call, forms the feawure of interest in Wall strect just now, and is the secret of the ‘snccess wlifch has attended the heavy demonstration of the bears” on the atock market, It will be a matter for curious reminiscence that on the 10th of June, 1869, in the middie of the Season at which money 1a usually most abundant in the. metropolis, as high as one-quarter of one per cent interest was paid for the use of money for one @ay. This rate was bad late in the afternoon, gbusequent to the usual closing of the banks; ‘but from the persistent inquiry, which lasted long after three o’clock it, was evident that many accounts had not been made up until four o’clock or even later than that time. This was the extrome and ex- eeptional figure, but the rates very freely pald were seven per cent gold, seven per cent currency plus commissions of one-sixteenth and one-eighth, and seven per cent gold plus simuar commissions. The “running” for monoy late in the afternoon was sug- @geative of the scenes so frequently witnessed in the fall and spring periods of stringency in Wall street. ‘It is only proper to observe in this connection that were found who, in the confident Deliet that the present activity is artificial and temporary, were willing to make time and one transaction of this character folved the sum of $300,000, for which the borrower -@ontracted to pay six percent per annum interest nd @ premium of one-half per cent—making 1t equivalent to twelve per cent per annum, the time of the loan being thirty days. It is dificult to be- Meve that the stringency arises from other than ®peculative influences; but its extent and success Suggests the inquiry whether it is wholly artificial, The wonderful knowledge of the “bear” cliques in foreseeing the disturbance of the money market is ‘not the least curlous feapure of the present sudden revulsion in the stock market. Foreseeing it, they have doubtiess assisted and aggravated it. One fact Geems to have escaped general observation, viz., the @tadual but steady and heavy drain of currency into the Sub-Treasury, where some $26,000,000 has accumulated, The Increase is the natural result of ‘the present system of gold sales and bond pur- chases. Mr. Boutwell selis weekly $2,000,000 of gold, for which, in round figures, he gets $2,700,000, He buys $1,000,000 of bonds for which he pays $1,200,000. The gain to the Treasury is therefore just $1,500,000 every week. Mr. Boutwell, in selling $2,090,000 of gold a week, selected the season of the year In which experience indicated there would be least danger to the local fnances of this city. He sells only one million ‘of bonds in the corelative operation. It will be re- Tempered that Secretary Boutwell was strongly ‘urged to buy a million of three per cents instead of the additional million of bonds, It is now inti- Mated that he is accumulating a fund wherewith to redeem these three per cents, which are payable on demand. Hence the increase noticeable in the Sub- ‘Treasury currency balance. Originally the Secretary of the Treasury was authorized to redeem these cer- liflcates by the issue of an equal amount of green- FINANOIAL AND; -GOMMERCIAL. backs. But the law which was passed to restrain Mr. McCulloch’s experiments with the currency for- bids expansion ana contraction alike. Hence the redemption of the three per cents must be made with money which is now in circulation. If Secre- tary Boutwell is digesting any such scheme secretly and for the purpose of astonishing the country by his financial sagacity he 1s playing into the bands of the gambling cliques of Wall strect, of whom he promised to steer clear. What- ever the real source of the present stringency in money, the banks and other institutions having funds to loan are deeply scrutinous of the collaterals presented to them, and hence contribute to the activity. The effect of this state of affairs was re- Mected in a very excited day in the stock market, where stocks were sold in enormous quantities and at a large concession in prices, those who were un- able to borrow upon them being compelled to sell forcash, The decline was most marked in the in- ferval just before the last session of the board and ‘was headed by Michigan Southern and-New York Central, which sold down to 1025; and 152 respec- tively, The yielding in the rest of the list ‘Was of a corresponding degree, Reading fell off to 96, Northwest to 85%, St. Paul to 72%, Ohio to 31%, Hudson River to 153% and Pittsburg to 91%. Pacific Mail was exceptionally strong and higher. The firmest of the railways were Fort ‘Wayne and Rock Island. From this point there was steady rection under purchases by brokers, who ‘were prominent in the beginning of the “bear” attack, and by the “shorts,” who found it an excel- lent opportunity to cover. Mariposa preferred was comparatively steady at 15 to 17, under purchases by the lucky ones who were “short” of it. Curiously enough, Erie was strong and held its own all day in the vicinity of 29%. Government bonds were heavy at the opentng, ‘in response to the more active demand for money, but ‘the decline was very gradual, amounting to about one-half per cent during the day, the cheaper price at cach stage inducing purchases against the Lon- don quotation, which was very steady at 80}4 until Jate in the day, when it followed the general course of affairs at London, fell to 80 and closed 80%. The English market for consols, according to late private telegrams, was weaker by as much as three-quarters per cent, despite the reduction of the discount rate ‘and the increase of specie in the Bank of England, Which would indicate that the troubles in France ‘were regarded as quite serious.
