Mr. Boutwell has no such check to restrain him now, if he chooses to act arbitrarily in the matter, unless, indeed, his strict interpretation of his duty should show him that there is no law for his with- drawal! of the certificates, and that his efforts in aid of the sinking fund must be confined to the purchase of bonds, It is to be hoped also that he will see the Judiciousness of cancelling a six per cent rather than @ three per cent paper of indebtedness, The three per ecnts are an accident. They were issued in a strait of government finances, They are a relic of Mr. McCulloch. Let them remain in the banks, where they serve a useful purpose. The values of business and commerce are founded upon a consideration of them as a portion of the currency. Mr. Boutweil hhas done very well thus far. About six weeks ago the attention of the Board ‘was first seriously turned to the disease in this city, The cases were then isolated, and but few in num- ber, Effective means were used to stop the pro- gress of the disease, but the cases multiplied rapidly; dispensary physicians reported @ number of cases, and the doctors in the Board became thoroughly awakened to the importance of doing something to check the ge of the disease.
