THURSDAY, April 22—6 P.M. ‘The gold market was excited this afternoon under Ssevere hammering by the bears, who based their Operations upoa a telegram from Washington an- mouncing It to be the mtention of the Seeretary of the Treasury to sell geld on “Thursdays hereafter” te the highest bidder submitting sealed proposals. ‘That the despatch was coming was Known to seme ef the “insiders,” for the premium began to deeline early in the day, It was not made known until after free o'clock, when gold fell rapidly from 134 te 388%}—a total decline for the day of 1% per cent. 4s is certainly curious that Mr. Boutweli has Gelayed to this time so meritorious a plea of relieving the importing merehants of this city. BR is to be feared, however, that the remedy comes ‘to late, as the evil has about exhausted itself. The first sale under the proposed programme takes Place April 29. The gold will reach the market April 30, On the following day, however, the gov- emment will disburse twenty millions in payment of the May coupons. Of what use, then, is the relief which Mr. Beutwell proposes? As well keep the gold in the Treasury, now that it is too late to be useful, or better lend it at seven per cent fmterest,- or cancel government bonds with Mt Indeed, the consideration of this fact Red many to surmise that the despatch was @ hoax or concocted for the benedt ef the shorts. Hence there was a reaction late in the afternoon to 133%. The gross clearings of gold yes- terday amounted .to nearly one hundred and twenty- three miuions gf dollarg, while the actual amount of gold in ail the banks of the ¢ gity is less than ten mil- lous, The attack to-day would gegn to indicate, therefore, that “somebody” is “short of gold, The following was the range of the price:— ¥ pee 33. vee ASS 9g @ 13056 The borrowing demand for cash gold was quite active in the early forenoon, and rates ranged from 6-61 down to 1-64 and “fat” for the Clearing House. Tn the afternoon three por cent per annum was paid for earrying over balances, The following ts the re- port of the Gold Exchange Bank:— Gold cleared. . . $122,952,000 Goid balance: 1,881,327 Curreucy balance 2,465,436 During the regular hours of business foreign ex- change was steady on the basis of 108% for the choicest of prime bankers’ bills. The sharp decline in gold after three o’ciock was therefore not opera- tive upon this grade of bills, but will probably re- sult in an advance to 108% a 108% to-morrow. The bankers’ were still epen when the change took place nd put up their rates to prime bankers’ figures, Commercial bills advanced to 103. Governments at the morning board were buoyant and strong, the 1862's selling at 12134, tho highest ever attained. 1867's were quoted 115%. The mar- ket relapsed into quiet and steadinesa, the Lonaon quotation remaining unchanged until late in the Aiternoon, when there was a pressufe to sell and tne ‘Whole list fell off from a quarter to half per cent, with the decline in gold. The relation of ‘gold to Governments, particularly the 1862's, is a very delicate one. A change in the price of the former 4s curiously, sometimes inexplicably, reflected in the Jatter. The anticipation of the effect of gold sales upon the money market was the ostensible reason for the Greater demand; but it seemed to be aided by a bear movement in stocks, which was quite suc- cessful. The following were the bids for the city bank shares at the regular board this morning:—New York, 130; Manhattan, 146; Merchants’, 127; Me- chanics’, 131; America, 145; Phenix, 107; North River, 106; Mechanics and Tradérs’, 125; National, 110; Merchants’ Exchange, 115; Seventh Ward, 110; Commerce, 1233¢; Mechanica’ Banking Association, 120; Ocean, 10534; Chatham, 150; Bank of the Re- public, 117; Hanover, 117; Metropolitan, 14234; Shoe and Leather, 133; Continental, 99/4: St. Nicholas, 112; Central National, 103%; Ninth Nationa!, 113; Tenth Nattonal, 98, Southern securities were the exception to the de- cline of the day, and were steady for the general list and buoyant for the favorites. Tennessees and North Carolinas were still the features. New North Caro- linas sold at 5434, the Tennessees ex coupon at 69%. One purchase of $70,000 new North Carolinas is sup- posed to have been on foreign account. The stock market was excited, irregular and de- clined. From the opening of business uatil midday there was a steady rise as.compared with the closing prices of the previous day, aud New York Central touched the unprecedented quotations of 108% a 169.
