As far as this change in the old rute 13 concerned, the Legislature still re- mains the jadge of what sum is or is not required forthe public service in the metropolitan govern- ment. Senator Van Petten offered an amendment cutting off the appropriations for ali charitable pur- poses, but it was defeated, as were all other amend- ments. The bill fnally passed just as it came from the committee, by a vote of 20 to 2, There was a little tiff in the Senate chamber to-day between Mr. Mattoon and the correspondent of the Tribune, The former, not being pleased with some- thing in the organ of hus party, took vengeance upon ita representative by asking for his expulsion trom the floor, as he was not privileged. The Overflow in Albany and Along the Central Railroud—Inundation at Troy. ALsany, April 21, 1369. A freshet, nearly equal to that caused a few weeks since by the breaking up of the ice, has resulted from the effecta of the warm weather upon the snow of the north and the heavy rains of Tuesday and today, and considerable destruction of property has occurred along the lime of the ratiroads leading into this citys im this city the river has submerged all the docks and tne steamboat square, besides rising high up into one or two of the streets; and business in those localities is entirely suspended. ‘Ihe steamboais are reached by tem- porary bridges which have been erected during the day. Passengers by the New York boats to-day had considerable diMcuity in getting ashore, and were finally landed by small boats. The Albany passengers who took the Troy boats were unable to land, and were car- Tied through to Troy. The water has conunued to rise up to this evening, but it is now appa- rently at a stand sittl All perishable goods having been removen in season, but little damage has been sustained by the merchants al the docks. On the Centlal Railroad the k 13 more than two ieetyunder water at Oriskeeny, and the Cincinnati and Chicago express trains and the Boston and New York mail tralus the East have been detained at ths point. No trains have left to-day on the Censral road since seven o’cl-ck in the morning, and none have arrived since two o'clock P, M. The trains on the Hudson River road have met with no interruption but the water is rising on the track. A land slide on the All and Susquehanna road, a few miles west of here, has obstructed the trains on that road. The water at Troy 1s eight feet above the ordinary docks, on political friends, but will not give Gollar to help to cheapen the food of the poor. Our fisheries are being rapidly depleted ; especially is this observable with the shad fisheries, Our market dealers complain that their customers demand large shad, which they can no longer supply. The price has doubled in a few years past, but still at the augmented price the requirements of purchasers cannot be met. Serious apprehensions are felt that in a few years the finer of these delicacies— for the small fish aro absolutely scarcely fit to eat—will entirely disappear. The rich and the poor suffer from this alike, and the extrava- gant cost of fish falls with peculiar severity on that portion of the poorer classes of our com- munity who make fish diet at certain periods a religious duty. The commissioners merely ask an appropriation of ten thousand dollars, with which they propose to carry on the duties of their offices without personal emolument, to stock our vast extent of inland lakes and ponds with desirable species and to put in the Hudson river at least three hundred millions of young shad.
