M, According to a. weekly financial journal Secre- tary Boutweil has decided that the United States should not assume the responsibility of acting as the redemption agent of tie national banks, and no power has been conferred upon the Treasury Department to do so, nor Wul the department become an indirect agent tn assisting to keep afioat and in cireulation national Dank notes in suck @ condition that, were they United States notes, they would be at once caticelled and destroyed; and Assistant Treasurers and cole lecting officers of the United States are therefore instructed that the same reasons which would cause Adsistant Treasurers to withhold from cirtulation and send to Washington for destruction notes of the United States will cause them to refuse to receive noses of the national banks Wich are no longer 1b to be kept in cireulation. The stock market continued to present the curious feature of higher prices in the face of more stringent money. The improvement extended to the whoie list, with few exceptions, these including Pacttic Mail, Harlem and the express stocks. On the other hand, New York Central went up to 162; but the buoyancy of this stock, as well as of Hudson River, is to be attributed in part to the opposition which the pro rata freight bili is receiv. ing in the Legislature, Fort Wayne cold freely at 125 and Rock Island at 135%. In the caso of the last mentioned stock quotations were ex-dividend after two o'clock, the books losing to-day for the five per cent semi-annual div- idepd.
