As.a general Principle it may be safely laid down that the members of Congress are the mést unfit advisers regarding nominations to office that can be found. Their personal relations within their own district are, through the inevitable necessities of their professional practice of Politics, more intimate with the most corrupt men therein, and not unfrequently they are under personal obligations to sustain for office persons of the worst character. If, then, we admit the principle on which the caucus of the Pennsylvania delegation is based, we consign the public offices of this country to the hands of the most corrupt and worthless class in it, and put off for a long day the restoration of common honesty to the administration of public affairs. There is one saving clause in the report of the proceedings of this Pennsylvania. caucus. After arranging the cards for the new deal a committee was appointed to wait upon the President and inform him of the result. He replied to them that he should want to appoint afew nal friends, but beyond these he would consult the delegation, It is to be hoped that the personal friends whom the President wishes to appoint will be sufficient to secure the leaven of honesty in public office. Desperate Affray in the Cambridge Lunatic Asylum—A Maniac Killed=—Attempts to Modify the License Lawe—Return of the Fishing Fleet. Boston, March 12, 1860, Acoroner’s jury in Cambridge has investigated the circumstances attending the death of James Parks, an insane man, which rumor attributed to the violence ‘of three Cambridge policemen. The Jury found the following verdict:—“That James Parks died at the Taunton State Lunatic Asylum on ‘Wednesday, March 3, 1869; that his death was caused by a fracture of the breastbone and of eleven ribs, nine on the right side and two on the left, two of the ribs on the right side betng broken in two places; and by the laceration of the right lung consequent upon said fracture; that these frac- tures were produced subsequently to his admission to the Insane Asylum, on Tuesday, March 2, and probably occurred about five o’clock on the mornt of Wednesday, di strug’ Asylum—namely, Joseph A. Young, H. 0. Lamson and A. P. Crain, Parks—in,a proxysm ‘of maniacal excitement, having made a furious and dangerous attack u) one oi the attendants.” The jury fur- ther say that on the ney of February 26, 1869, the before mentioned Parks received several severe Wounds on the head while resisting, three members of the Cambridge police force who were attempting to arrest him at the time for a breach of the peace, he being at the time ina state of maniacal excite- ment, while they sup) him intoxicated; but that in the opinion of the jury the wounds there re- ceived were not the cause of his death. the House of Representatives this afternoon the lguor question was again under consideration and the bill slightly modifying the present licence law was rejected by a strong vote. A proposition to allow hotel keepers and grocers to sell without keeping open bars was also defeated, as well as a motion to re-enact the prohibitory law and repeal the present lcense system. A large flect of fishing vessels arrived in Glouces- ter yesterday from George’s Banks, nearly all of them having suffered the loss of cables and anchors by weather of almost unexampled severity.
