M. ‘The demand for our bonds in Europe has been already large enough to produce important effects in foreign financial centres, Within the past month holders of English consols have been tempted to Part with their home securities, and we find in com- paring prices at the London Exchapge that when United States securities were ascending cousols were going down. Witina thé past week, however, there ‘was a reversal of movements in these rival invest- ments, consols going up and our bonds desceading. ‘The reason lies in the difficulties which attended the formation of President Grant’s Cabinet. A delay in organizing @ new government am England or any other portion ‘of Burope is looked upon a8 a very serious matter, ‘and foreign capitalists and investors have regarded the work of making ® Cabinet here as a similar pro- ‘cess. Hence the inaugural of President Grant, with ita promise to pay the bonds in gold, produced very little effect in appreciating our bonds abroad, espe- cially as it was immediately followed by the an- mouncement that the Public Credit bill was a failure. ‘The eager demand which had been originally ex- “cited was of such a character as to threaten a drain ‘apon the specie of England, and put the balance of trade against that country, our bonds being, for all Practical purposes, regarded as so much mer- chandise to be paid for with gold. Since the first stages of this demand there has been -at least $50,000,000 of our bonas sold to Europe. It requires a very prief arithmetical process to show that at the end of the.year England would be largely our specie debtor. The alarm which this state of ‘things produced is reflected im the meeting of the Bank of England directors to take into considera- aon 8 proposition to raise the discount rate to a higher figure than three per cent, to which it was increased @ few months ago from two and a half per cent, in consequence of the increasing activity of money produced by the diversion of large sums to this, -among other countries, in furtherance of enter- prises which, with the close of the war and the prospective election of General Grant, found great favor with English capitalists. The new furor dm favor of our bonds created by the success of General Grant and she growing impression abroad ‘that the United States 1s able to and will pay every ~doltar of its indebtedness has alarmed the banking community again. Hence the proposition to increase ‘the rate of discount—a proceeding which would arrest and keep at home a large amount of funds that would otherwise seek investment in our bonds or other American securities which pay so large a Tate of interest in comparison with home stocks. ‘The hiteh in the formation of the Cabinet and the de- feat of the Schenck bill were depressing in their in- fluences upon the market, however, and our secu- tities ‘went. down and some were resbipped to this country just before the meeting of the directors, which adjourned, as a consequence, without changing the Tate, these influenves being considered sufficient to Operate adversely toa drain of specie. To-day the foreign market began to exhibit the effect of the set- ‘lement of affairs at Washington, and prices here ‘Were correspondingly firmer, 62's selling at 12044— the highest figure they have ever reached. The home market was firm‘at ihe opening on the atrength of this news, but went higher when the Tepassage of the Schenck bil became known. 67’s Sold up to 11334. Late in the day the market for 62's ‘was weaker and declined to 119% for issues of that year, the cable report announcing the London market “easier,” but giving no quotations, while pri- ‘vate adivices were said to state that the foreign price had fatlen back to 824. The cable despatches ‘are still confused and incorrect. Thus the Frankfort despatch, as distributed to the press by the Western Union Company, has given the price of bonds as $73 for the past three or four days, while private ‘telegrams have reported quite differently—on one day as many as two per cent. In the decline this afternoon the domestic bonds were less inclined to yield, their tendency to resist being due to the firmer fecling in gold. The intricacy of influences at work upon the ‘market ts thus curiously tltustraved. "When bonds abroad went up bonds in the home market went up and gold went down. When bonds abroad went down goid went up and the old bonds went down, ‘while the new bonds were inclined to steadiness, the @rmness in gold counterbalancing the yieiding abroad. It opened at 131%, settled down to 131 on the announcement of ‘the improvement in five-twenties abroad, as well as through a continuation of the impetus of Secretary Boutweil’s appointment, rose to 131% on the less favorable reports from London and tn consequence of a heavy demand tocover short contracts, and settled finally to 131% after the passage of the Schenck bill. The short interest was indicated by the hardening of the lending rate for cash gold from six to two and a half per cent for carrying to fat for borrowing in the afternoon. The board adjourned ‘at one o'clock, out of respect to the memory of Mr. Grenvilie Winthrop, an old and respected broker and member of the board, who died abroad very re- cently. Instead of the usual totting” bill, which has been so often used that it is, in the language of our Teutonic fellow citizens, “ausgesptelt,” the philanthropical individuals who make the State laws have concocted another, which was introduced in the senate yester- day, and provides that the New York Central Raul- road Company and its branches, the Hudson River Railroad, Harlem Railroad, and the Erie Railroad and its leased branches, shall not be allowed to charge for transportation of freight, elther by package, pound, ton or bar, @ greater sum than fifty per cent over through rates on freight carried not exceeding ten miles; thirty-five per cent on freight not less than twenty-five miles; thirty per cent not exceeding fifty miles; twenty-five per cent not exceeding seventy-five miles; twenty per cent not exceeding 100 miles; fifteen per cent Not exceeding 150 miles; and all freight carried fur- ther than the last named distance at the same rate a8 through freight of the same class, allowing twenty- five cents per ton for handling it.
