VIRGINIA. : PRESIDENT GRANT. Meeting of tho Ropublicaa Nominating Cou- | Wendell Phillip? Opinion of cue Prealdont’s Conveution—A Row in tho Body~Tho Mayor ‘Suppremes A Riot—Arrest of « Disorderly Member—Tie Convention Broken ‘Up— Scenes, &c.—Message from Governor Bul-. PETERSBURG, March 9, 1860. If one were to judge by the canvassing, the wire- Pulling, the counting ‘and recounting of votes, the confMicting factions, and the strong and seeming deadly hatred that exists between the two branches of the republican party assembled here, contending for the control of the State, tt would ‘be clear that that party was hopelessly split.* For the . Bast two days arriving trains bave brought Crowds of dglegates of all shades and complexions te the Convention, called by resolution of the Re- publican State Committee, for tne purpose of nom!- mating @ Governor, Lieutenant Governor, Attorney General and Congreseman at large. Early it became evident there was @ serious division in the party, Governor Wells, the present nominee, being de- cidedly anpopular, and a’ new faction, composed mostly of original Union men, native white repub- dicans and negroes in the southwestern, eastern and southern portions of the State, selected as their candidate for the nomination of Governor James H. Clements, of Portsmouth. Thia latter party came ‘with @ determination to nominate their man, as did, @lso, the supportera of Governor Wells, and up to Jast night there was every indication of what would ordinarily be called a “stormy” one. That expression, however, fails in conveying any- thing like an adequate idea of the scene that took Place here to-day. At eleven A. M. the delegates ‘degan to assemble in the Methodist church on Union Btreet, and by twelve the floor of that building was thronged_with the representatives of the republicans, ‘while the galleries were filled with a mixed assem- Dlage of citizens. Dr. Gilmer, Chairman of the Re- {Publican State Executive Committee, called the Con- ‘vention to order, and L. Edwin Dudley, secretary ofthe same committee, quietly arose and read the all under which the Convention met. So quiet was everything and everybody during the reading of this ge that no one missed a word that was uttered. He who supposed from this circumstance that this atience reigued in deference either to the reader or what he was vastly Be aay as the pean shows, No sooner was the reading over than the rival leaders, Butts (anti- Wells) and Platt (ells), sprang to the floor and endeavored to get ‘the earof the chair. Butts succeeded and nomi- muted George Tucker, candidave for Congress in the Pitisyivania district, as temporary chairman, amid Joud harrans from the opponents of Wella. Platt followed and nominated Jenkins, of Winchester, ap- pleaut for Judge Parkin’s piace as Judge of that circuit. He commenced speaking in support of his nomination, when Butts aud seyeral others called ie to order and urged the chair to make him take his seat. Mouden, of Norfolk, was opposed to electing a chairman until it was settled who were and who were not delegates, \t-—l observe @ number of persons on tie floor wh not delegates. Butls-— te is out of order, Mr. Chairman, and you * must make bim take his seat, Viult stood firm, however, and was assailed by tiaif a dozen members, including Dr. Norton, miatto, with “You are out of order; there is no sueh question before the house.’ This produced a Hubbub tust lasted some moments. As soon as he could be heard the chairman sald he would not put ‘the question unt! everybody was seated. Nobody sat dowa as ordered. Platt—-1 nave the floor, I believe, Mr. Chairman. Butst—l don’t pre} to let any one man rule this Convention. ‘The. gentleman has been decided out of order by the chair, and he must sit down. A score of voices chimed in, “Sit down; take your. goat; you are out of order. Joo iolnes (negro from Charlotte) sald something tha raised a laugh, but it was not heard at she re- Porter's seat. Joe Cox (negro from Richmond) nominated wil isham (negro) a8 temporary chairman, Cnes— nh ace take the vote,” Litt f 1 don’t know what county Mr. Butts repre- seuts here, A negro delegate—“As many as you do.” Balls--a haif dozen, I have them in wy pocket.” Viat—-! This done he moved that ‘Tucker be declared chairman by acclamation. He put the question, anrid arose trom the other side, ‘and aunounced it carried. Cries from all parts of the church, “take the chair Tucker,” and from the Wels wing “No, m0, he is not elegted.”’ Tucker ad- vanced, however, and as he did so Gilmer gave way to nim, and here the friends of Wella say he com- mitted an unpardonable error. This was a signal of the Wells faction to prevent what Wey re; @ bold usurpation. The oppo sition, Wo, lea) forward to sustain their pono pion, and a bloody encounter seemed imm. The Mayor of the city, Mr. Burgess, who hand with his police, interven ‘and revented further disturbance. Here followed er #cone waich it og be difficult to describe in a burried Jeter. ‘The Mayor addressed the belligerents, and iniormed them that at all hazards, he intended to pre- serve order, inand out of the body. He had an ae police force to do this, If any man disobey: orders he would commit him to jail. He was neither tuere as the friend of Governor Wells nor anybody else. He proposed that Measrs.
