3 ee Se FINANCIAL AND, COMMERCIAL. Moxpay, Nov. 0—6 P, M.. Business in Wall street opened thie morning under The inftuence of that sober second thought which was ‘wanting on Saturday, and prices for government securities, gold and railway shares showed a decline @f about one per cent frem those current tithe close om Saturday; but subsequently the Treasury ring: ‘went to work again and frean. eemi-oficial stock-) Jobbing reports were received from Washing; that the currency: be inflated, although he is wel} sw: ‘Will not permit him to restore & sold eiglit millions of five-twenties secretly early { the present month ‘in order’ to embarrass the maoney market and depress government securitics ‘and other stocks, for the purpose of enabling the ‘Preasury ring to buy cheaply, and’as late as Friday Jast the Associated Press was made the vehicle for & geml-official despatch from Washington of a dis- eouraging character, to the effect that the Secretary bad no reserve which he could use for any pur- pose whatever excepting the small remaining sum @f a third ofa million. But on Saturday morning Behold the ¢hange! The currency resources @f the Treasury were suddenly magnified to an ex- tent which took Wail street by surprise and damaged those who had sent letters of inquiry upon the sub- fect to Mr. McUulloch @ few days previously and ‘been informed by himiin reply that he was entirely ‘Without power to relieve the incney market and that the banks were to. blamefor the stringency, and not ‘the Treasury, they ‘having extended their loans ‘on specwative stocks iso far as to be unable to afford any relief to the money market. But the purpose of the Treasury ring was served, and they, doubtless, with Mr. McCuiloch chuckled secretiy over their triumph. It ts needless, however, to say that such conduct as ‘this isa fraud upon the public and a gross national rcanial. It is reported that Mr. McCulloch has in- structed Mr. Van Dyck to reissue ten millions of the three per cent certificates recently redeemed; but thie is a stretch of authority without warrant under he law. Nevertheless, if we admit it to be justif- able as a mere expedient, we fail to see how it can felieve the money market, if relief is necessary, be- game these certificates can only be used by the banks, and the banks, in order to obtain them, will Rave to buy them with currency or its equivalent, The stock market was alternately strong and heavy during the day, and on the whole feverish, but it 1s inherently weak, prices being far above the range of real values, and the cliques are fe sole support of the speculative stocks, which are selling in most instances at from double to fourfold their real value, Whether Money is easy or stringent, therefore, these ‘will have to decline heavily, aud we warn the pub- ite against buying them and caation the banks against Yending on them, for they are Mable to fall away as rapidly as Milwaukee and St. Paul, the tumble in ‘which within a few days was equal to @ifty per cent. The progress of demoraliza- tion has only been temporarily stayed by the stock jobbing Treasury canards from Wash- ‘mgton, and before the present year expires there will te sad havoc in Wall street. We are entering upon @ period of financial depression like that which Eng- fand passed through prior to the resumption of specie payments, and prices must gradually tend nearer to specie values, and the bull cliques that Ihave been decoying the public into their snare for a Yong time past will be enguifed in ruin. Money ‘was in good supply all day at seven per cent in eurrency to first class borrowers, with excep- faonal transactions at this rate in gold to weak borrowers, but as the banks are remitting largely to the South and Southwest the money market will maturaily work more active as the season advances, ‘and the demands of the pork crop have not yet been felt. The gold market opened at a decline of nearly one per cent from the closing price on Saturday, and the Buctu ations were from 134 to 135, with the closing @rausactions prior to the adjournment of the board at three o’clock at 136 against 184% at the opening. Subsequently the price remained Steady and the latest quotation on the street was 135 1363. The advance was caused by fresh semi- official stockjobbing despatches from Washington in the interest of the Treasury ring. These, it will be per- ‘eetved, are susficiently vague to commit the Secretary @f the Treasury to nothing, wiile they are threaten fag enough to influence the markets temporarily, and they bear on sheir face evidence of the Wall street source from which they were inspired. Such Giscreditabie efforts to turn the Treasury into a stockjobbing machine excite the utmost disgust, and the question is asked, why does the Presi- @ent permit a man like Mr. McCulloch to remain at the head of the department? The supply of cash gold was supcrabundant and loans were made at rates varying from three to seven per cent for carry- img. The Sub-Treasury disbursed $596,250 in coin @uring the day in payment of interest on the public @ebt and received $350,000 for customs duties. The gross clearings amounted to $140,312,000, the gold balances to $1,970,666 and the currency balances to $2,787,883, The imports of specie Jast week at this Port from foreign ports aggregated $53,861, making @ total of $6,486,719 since the 1st of January. Jay Cooke & Co.'s circular thus refers to the day's business:— basiness until after the noon call, when large Chases of 67's were made, selling up to alo at which rate they went into’ the second board, and closed on the call at 110 a 11044, with sales at 10: This movement in 67’s strengthened the list, the vance being equal to % Ln 81’s and consols, 4 in 62's and 10-40's and 1 per cent on 67’s. Money has been in good demand all day, but was obtained easier than heretofore, until near three o'clock, when borrowers found it scarcer, but at no change in rate. The ad- vance in bonds is attributed to a Spork that tne Sec- retary ia wi'ling to exchange three per cent certifi- cutes far bonds, intended as a means of relieving the money market, but is of questionable beneiit in fact. Wail street resolves itself Into a “ways and means”’ committtee and 13 divided in opinion as to ways and means to be employed and the beneficial results promised by any scheme yet preseated, {ime wil show if anything can be done to give positive relief, but to expect it at once and from the means sug gested good judgment warns us is impolitic. The foreign exchange market was firmer than during the iatter part of last week, and the leading drawers asked 109}¢ for their sterling at sixty days, but the demand for bills was light, while the supply of produce bills was equally so. Atthe close bank- ers’ bills on London at sixty days were quoted at 10934 @ 1093g; at three days, 109% a 110; commercial, 0834 a 109, Bankers’ billson Paris at sixty days, 61744 @ 5.15.
