In answer I have ‘o say that acertain person has interposed himself between the metropolis and this province and that personage is myself. I have received no direct communication from that ovens even by telegraph, except one from the Secre- tary for the Colonies, which communication I ordered to be published in full, What else can I do in favor or Cuba and in the al ap ~ my duty beyond the sacrifice of my (aE thies und affections? Its Trials and Tribalatione—Breakers Ahend— ‘The Bubble to Burst—Great Consternation— ‘The Inw'and the Outs. It i8.an okt saying that “no wrong prospers long.” ‘The fraternity of speculators in whiskey and ef raid- ere on the revenue are about to feel the full truth of it. They belteved themselves secure, and in their confidence of safety they worked industriously and Prof@itably for their own gain and to the detriment of the national revenue. ‘they formed @ “ring,” en- circling in its embrace nearly the whole district of country from the Atlantic to the Mississippi, and they were shrewd, or rather lucky enough to weld this “ring” ‘together with a suf- ficient quantity of the consciences of per- sons high and influential in the revenue service. Hence they thought they were safe, Hence they ventured forth on enterprises increasing in Magnitude from week to week and from month to month, and some of the very men commissioned and paid by the country to prevent this nefarious trade not only connived at it, but had @ direct mterest in protecting it, having been won over to become the very solder of the “ring,” the very “metallic cement” to hold it together. ‘Thus the “ring” has rolled along its course, but it seems about to have reached the end of the line. Solicitor Binckley at one time tried to stop it, take it up and tohave a thorough judicial examination of its component parts, He did not succeed. His inten- tions were undoubtedly good, but whether his abili- ties were the same in degree as his intentions, that is still a mooted question. But now it apears that President Johnson is determined to stop the still further onward roll of this “ring’’ by “putting his foot down firmly,” and to have this self- ame ring, whether of gold or steel, on the anvil of public inquisition crushed by the sledgehammer of long betrayed justice. Yeaton, his associate in the investigation, had had inter- views at Washington the day previous with the Presi- dent and Attorney General, and that a number of wild rumors were immediately started as to the in- tended suspension or removals of prominent ofi- cials, dtreetly or indirectly connected with the col- lection of the revenue. Already, on Saturday alter- noon, private despatches from the capital to inter- cated parties in this city and elsewhere brought these rumors, coupled with the fact that the iter- edi mentioned ad taken place. ‘The news brought by these private messages was kept a secret; it could no longer be neld back when the whole public was iuformed of it through the columns of the HERALD on Sunday. ‘Through this source everybody had an opportuni of knowing what was going on in the highest circles of government; put Sunday was a bad day for general consultation, and though a few coteries got together at private resi- ‘eg it and others met accidentally at up town hotels, the full extent of the consternation produced by the despatch cm jot then be known. It was known early in the morn- ing that Jadge Fullerton had returned, and all par- ties interested, the most influential of the ring, were continually on the tiptoe of expectation as to what he would ‘do and what would be developed in the course of the day. It was said, of course in the most confidential way, that the head man man of the “ring’—one wh is more largely interested or engaged in the whiskey trade than any other person in the country, and who, re- siding now in city, hag his webs spun to every Fenapel city of the Miaate and Western States as lar as St. Louis and even up to Dubuque—it was said that this man had received during yesterday a number of Siew inguiries by telegraph as to what was being done here by Judge Fullerton and his as- sociates, the despatch in Sunday’s HeRaLp having Jargely spread in the provinces by private telegrams as well a8 by despatches to che press. Nothing, how- ever, Was ascertained as to ee treme oe the rty or parties now managing en! ingui- fitton, and the case of the Kentucky Bourbon Com- any havi been set down for trial at the Tnttea St District Court as one of the first cases yesterday morning, great anxiety was felt as to how Judge Fullerton would act. But those who relied upon this case as & rete cue for their future surm were eminenti «1 as they found that Mr. Fullerton did not even appear in the court room, but that District Attorney Courtney acted in his official capacity as the legat representa- tive of the government.
