8 — FINANCIAL AND COMMERCIAL. Wepnuspay, Nov. 4—6 P. M, Affairs are Tapidly coming to # crisis in Wall street, and Ue monetary stringency was more severe to-day th?.a at any time previously, the rates patd for loan® even on government securities having been as hi7ja as % a % per cent until to-morrow, while in gorge instances *; percent commission was paid on Taixed collaterals {n addition to seven per cent per! ‘sunum in currency. The extreme pressure led) many of the holders of government securities to sell out with a view to buying back at lower figures, and these sales exerted a very depressing effect upon the market, the decline in the entire list having been from one to one and e half per cent between the opening and the close, There were not ‘wanting indications that the principal dealers en- eouraged this realizing movement for the purpose of getting cheap stock, and the immediate result of this rapid decline will probably be a sharp upward reaction, stimulated by those wno have assisted: the downward course ‘of prices, for it {s indisputable that there never was atime when people were more desirous of buying ‘United States stocks on margins than they are at present, but the scarcity of money is an insuperabie obstacle in the way of speculation to all but strong parties, and the latter have the ability to turn the tide upward whenever they see fit. Although, there- fore, prices may go lower temporarily the bears ‘would be unwise not to look for a quick recovery, ‘ The Clearing House Association held a meeting at oon, at which a resolution tn favor of allowing the ‘three per cent certificates to be used as legal ten- @ers in making the exchanges between the banks ‘was adopted, provided the Treasury stamps them as proposed, payable in United States notes on de- mand, and the Assistant Treasurer has already ex- pressed his willingness to do so to the extent of twenty millions, A Clearing House committee ts to confer with Mr. Van Dyke on the subject, and ih is expected that the stamped certificates ‘Will be ready for use on Friday next. The probabili- ties are, however, that the new measure will give no Practical relief to the money market, and It is doubt- ful whether the banks will make general use of them unless driven to dire extremities, as they wiil be aturally as reluctant to pay them away among each other as to exchange them for currency at the Sub- Treasury. Supposing, however, that they were will- ing to use them exclusively instead of legal tenders in making thelr daily exchanges, it would relieve them from the necessity of using in the aggregate four or five millions of legal tenders for the saine purpose, but it in no wise involves an ex- Pansion of the currency, and if artificial means are Tesorted to the certificates can be “locked up’ just as easily as greenbacks and the legal tender notes demanded for them at the Sub-Treasury, thus in- ereasing the embarrassments of the latter as weli as of the banks, This action of the Clearing House has been dictated as much in the interest of the gov- ernment as of the banks, as the presentation of certificates for redemption reduces the currency balance iygthe Sub-Treasury correspondingly, and forces it to make up the deficiency by sales of gold; and this, of course, reacts upon the money market ‘end only adds to the stringency, from which relief ‘YW cought by the conversion of certificates. Congress ough! to have authorized a spectal issue of United States notes to take the place of these certificates as Tast as they were redeemed, as in the case of Ciear- tng House certificates proper; and this not hav- mg been done the evil effects are before us. Fourteen millions of the three per cent certificates Bave been redeemed in thisctty since the Ist of Oc- ‘tober, and tis practically involves a contraction of ‘Mie volume of the legal ten ler paper afloat to about an equal extent, a cause suifictent of itself to account for much of the prevailing stringency. Natural in- Auences are still operating to dimiuish the supply of Money at this centre, the drain to the South and Southwest to buy cotton being large, while the re- eelpts from other points are very light, notwithstani- aug the high rates which currency commands here. ‘The stock market has been weak ana demoralized af day, and late in the afternoon a seini-panic pre- vaiied, Eric, New York Central and Reading being ‘particularly yielding. It was reported late in the afternoon that five millions of new Erie shares ‘Would be sold to-morrow, and there are indications of great weakness in this stock, which may @arry it down to the depths predicted for % by the bears at any time. New York @eniral has a weak undertone, and the large ‘holders were sellers during the day in order to relieve] themseives, the banks and other money Tenders being distrustful of a stock which ts selling #0 much above its real value and, therefore, unwill- fing to lend on it, except with a very wide margin, Pacific Mail was unaccountably weak, as tt 1s, or @ught to be, worth much more than it ts now selling Zor. Mariposa preferred waa the firmest of the mis- eellancous stocks. At the close the railway share Warket was weak and demoralized, and the signs of impending pantc have never been greater then they are at present, the bull combinations which raiiied the market with so much spirit yesverday morning and on previous occasions baving apparently lost their unity, their courage and heir strength. ‘The gold market opened with an appearance of strength, and the eurilest sales were, at 1354;, following which there was an advance to “ but irom this point there was a gradval @ecline to 1%5, the closing transactions prior to me a ument of the board at three o'clock having been at this price.
