tien FINANCIAL_ANI AND > “ZOMMERCIAL. Taunspay, Och #—6P. M. ‘There WAS 20" ng gugntest abatement of the mone- tary strin”’ aéy in Wall street to-day, and during the foren’’ 9 there was 9 difference of an eighth per cent ¥ véeen the cash and regular price of some of the ly inflated stocks. Seven per cent in gold was offered freely for loans, and in many iuetances a commission varying from @ sixteenth to threé- eighths per cent was pald in addition to the lega, rate Incurrency. Some lenders, however, refuse to re- ‘eeive more than the legal rate in currency, and hence transactions Gre reported accordingly; but these af- ford no real indication of the condition of affairs, The Sub-Treasury redeemed only $5,000 of three per eent certificates during the day, the bankers being reluctant to part with them, as when once redeemed ‘hey cannot be retesued, and hence their redemp- tion involves @ contraction of legal tenders to an equivalent amonat, besides correspondingly reduc- og the balance in the Sub-Treasury, while it merely etves an active for a dormant legal ten- Ger to the banks, and therefore in no ‘way increases their reserve. By reducing the Dewance referred to it also has the disadvantage “etforcing the Assistant Treasurer to replenish lis supply of currency by sales of gold, which last neces- sarily (nvolve a withdrawal of currency from the banks. Even the $400,000 a day which ts now being withdrawn in this manner is, under the present exceptional circumstances, a source of dis- ‘turbance, as, it curtails the resources of the ‘banks to an equivalent extent. It 1s generally expected ‘that the disbursement of the No- vember igrterest will in some manner mitigate the preveMing stringency; but it would be unwise to rely upyn this, as past experience has shown that ‘these prdicai interest payments give employment to curfrericy and therefore quicken the demand for Paoriey, owing to nearly all the home investors imm pdvataiy converting their coin into currency; and astAe investors are distributed all over the country ar A remittances have to be made to them the & gu@ency is towards a loss of currency at this ‘entre. But on the other hand the gold weceivel by the banks im payment of the tmterest on the securities they own will probably Yee held by them, and this will of course go *to swell their legal tender reserve. The banks, “through their officers, complain of belng poor, and «say that there would be an active demand for money et seven per cent, even if there were no artificial in- Quences at work. The stringency in the principal Western cities is unusually severe and it is almost * equally great in Boston and other Eastern cities, as wellas in Philadelphia and Baltimore. This ex- sites apprehension in the West in view of the approaching requirements of the pork snd the cotton crops. At the Clearing House this morning the following banks were creditors for the subjoined amounts:—Central, $842,000; New York, $969,000, and Commonwealth, $998,000, while the following were debtors:—Third National, $429,000; Manhattan, $339,000; America, $504,000; Fulton, $399,000; American Exchange, $394,000; Pacific, $330,000; Peoples’, $215,000; Tenth National, $243,000; Commerce, $232,000. Bank oftl- cers are unwilling to encroach upon their reserve in ‘order to meet the demand for call loans, as they say Whey would be thereby confessing weakness and UBndermining conidence im _ their own in- Btitutions, while the bulls on the Stock Exchange would be the only ones benefited by the innovation. The stringency in the West will have the good effect of ‘forcing grain to market that bas been excessively hoarded by speculators, and thereby a further decline in prices may be brought Bbont, which will stimulate exports and cheapen the price of flour. Within the last four months ‘wheat has declined at Chicago nearly fifty per cent, nd in the meantime the quantity warehoused there hhas increased from 486,000 to 1,200,000 bushels, The Consequence of this is that the elevators are nearly ‘aif full of grain at a time when they are usually early empty, preparatory to the winter movement, ‘when grain will be transported by rail. ‘The stock market opened weak, but was bid up by ‘the buil cliques for speculative effect. Late in the efternoon it became weak and demoralized again, however, and Erie declined to 393 just before the lose, under a heavy pressure to sell, partly by Brokers wno had been buying on murvpeau account @arly in the day, the @xcitement concerning the Iresh clause in the new certificates having ted to this course being taken, and a movement is on Soot to have them declared by the Stock Exohange Rot to be a good delivery; but as they are widely dis- tributed throughout the street there is no likelihood @f this being done, as it would involve all who held ‘them in the Joss, temporary, at least, of the market price of the certificates. The street is in dread of a beavy break in Erie, which will sweep other @tocks in its course, and we warn the public to avoid it, as there is good reason to believe that the fears which are felt on the subject will shortly be justified by events. The other rail- ‘way shares on the list are so highly inflated that they are in imminent danger of a heavier fall than we have witnessed since the spring of 1864, and what- ever the course of the money market may be they mast naturally tend downwards towards the range Of real values, The collapse of some of these bubbles would exert a salutary effect not only in ‘Wall street hut elsewhere, and, once pricked, their Peal hollowness will be plain to all. The present critical state of things may well make the ball ¢liques trembie for the morrow, not knowing what @ day may bring forth. ‘The gold market was very steady all day and the Sustaations were from 1344 to 134%, with theclosing transactions prior to the adjournment of the board @1 three o'clock at 134%. against 134% at the open- fing. Following this the sales continued tobe atls44. ‘There was an active borrowing demand for coin, ‘Dut rates torided im favor of the borrower, and loans ‘Were made at 1-64 a 1-82 percent perdiem and at a3 per cent per annum for borrowing as well as “fiat,” and at 1 @ 8 per cent per annum for carrying. ‘The gross clearings amounted to $82,855,000, the gold balances to $1,404,007 and the currency balances to $2,500,440. The Sub-Treasury disbursed $2,834 in coin in payment of interest on tho public Cebt during the day, and sold $900,000 in gold, the bids for which @mounted to $900,000, at prices ranging from ‘104 23-100 to 154 53-100, and the whole amount being @warded to Henry Clews & Co. The steamer Rhein, for Bremen, took ont $294,564 in specie, aud the Steamer Alaska brought $227,004 in treasure from California and $1,900 from Aspinwall. Government securities openod at the closing prices Of last evening, but subsequently improved under a good inguiry for Ove-twenties, and late in the after- noon the market was very strong. The orders to buy were iarger ihan for same days past, while the offerings were very light. Five-twenties of 1862 were the only issue which falied to participate in the advance, these having remained steady all day at lia, The lomaes of 1964, 1865 and 1967 were p: ticularly active and strong, and the indications are that after the dishmrsement of the November inter- st the demand for reinvestment will impart buoyancy to the entire Mat, At the close the mar- Ket Was strong atthe eubjoined quotations:—Regis- tered, 1881, 114 a 1144; coupon, 1861, 116 & 115%; 6-20's, registered, 106 a 10514; 5-20'8,coupon, 1802, 113 a 118545 dO., 1864, 111% W112)'4; do., 1865, 111% @ 111363 do., NEW, 1905, 110% @1101g; @o., 1987, 11034 @ 11049; Go,, 1868, 11034 & 11094; 10-40"), Rogintexed, 104 a 1084; 4o., coupon, 105% a 100, At the Commencement of ‘kustiness the alock mar- ket Was weak and Erie dociines’ to 39 a 99, bat at the early session of the open boat!
