Review of the Presidential gy ake ae Democratic Victory CertainHow the Negro Vote Will Probably Be Cast-—Probable Re- walt of the Congressional Election—The Prin- eipal Speakers on Both Sides—Incendiarism Howell Cobb, BRUNSWICK, Sept. 9, 1868, After a tour extending over every part of the State g@nd travelling two thousand miles by rail, and a lit- tle less than three hnndred and fifty by stage and water, your correspondent brings his political can- vass of Georgia to a close for the present. In review- tng the prospects of political parties in this State the opmion expressed some weeks ago that the @emocracy will be the victors must be here repeated. The more } have travelled in the interior the more eertain has this appeared, until now | should mot be at all astonished if the radicals are beaten by fifty thousand majority. At the @aine time it is mot to be denied that circumstances may oceur which would affect this result and probably change it, Should the demo- crats make any gains in Maine on Monday next Georgia will go overwhelmingly for Seymour and Blair; should the radicals increase ther majority of last year and the October elections indicate the sne- ess of General Grant, the whites will probably abandon the contest in despair, or at best make no greater effort than sufficient to poll @ majority of ‘the votes cast. [¢ will thas be perceived that the Fesult in Georgia depends to a considerable extent mpon the state of public sentiment at the North, If avy hove of Seymour's election is heid out there the fight here will be pretty much one-sided. This is not the opinion of your correspondent alone. Mr, Ed- Wards, member of Congress from the Third district of this State, who declines a renomination, admitted to me that the radicals cannot carry his district again. It is true he expresses much confidence in his being able to poli a majority of the votes; but that, he admits, arises from his personal popularity with the whites and fom lis publicly denying that ne is a radical, Mr. Gove, the gentleman from Georgia who is clamoring for a September session of Congress, has also de- elined a renoiination. In addition numerous prom- ment radical otlice holders openly deciare that Sey- mour aud Blair will obtain the electoral votes of this State. ‘The names of some of the most prominent radical icaders here might be mentioned in this con- ection—men Who hold this opinion and so expressed % me in conversation—was it not a violation of confidence, But besides this testimony the thorough eanvass i have made during the past month shows quite plainly in what direction the current of public sentiment rups. Predictions regarding what the vote of a State will be are not generally safe to be Felicd upon, but I will venture to predict it in this in- stance. To commence with, there 1s the white ele- ment, at least eight-tenths of which will vote the @emocratic Uckel. This will number not less t#an ninety thousand votes, and may reach as high as one hundred thousand. No threats, arguments or bribes can change the intention of this body. Its ‘Vote will be cast solid against Grant and Colfax. Next comes ihe negro element, which is the great prize for bot parties to win. If all the negroes could be induced to vote the radical ticket they, with the ff teen thousand whites who will vote, it would carry the State. But they cannot. I have visited every @ougressional district in Georgia, and from all the Anioriwation received would estimate the negro vote for ihe democracy as follows:— Negro Negro Dist. Dem. Vole. Dist. Dem, Vote, 1—hsavannah . 4,000 5—Augusia 2—Albany.. 6,000 6—Athens S—Coiumbus. 7—Atlunta. Bot iniended that they shall be regarded as meaning the actuai negro vote which will be cast for the de- mocracy. What 18 meant is that at jeast thirt three Wousand negroes will either vote with the whites or remain away from the polls, Indeed, the estimate is decidedly moderate, for a widespread im pression prevails that not more than fifty thousaud Begrves Cun be got to vote the radical ticket. The Augusta district, for mstance, has. @ registered majority of iifteen thousand negro voters nd yet General A. R. Wrigiit, one of the leading @emocrats of Richmond county, expresses un- bounded confidence in the ability of lus party to carry it, In iny opinion he is mistaken. With regard to the Congres- sional districts, all but the First and Fifth wil be earried by the democrats by majorities ranging from three to twelve thousand.
