The qhedeiational Congress of Workingmen brought their session to a close yeslerday and adjourned wine die. Among the resolutions adopted during the latter part of the session is one advising all workmen to abstain from following their trades in the event of | ‘war in their respective countries, Before adjourning the Congress adopted an ad- dress to the workingmen of Europe. It calls on the ‘worktnguien to oppose war, to refuse to countenance ‘assassination, and to use every effort to promote the education of the poor. GERMANY. The King of Prussia in Holstein—Peace or War. Krer, Sept. 15, 1868, King William of Prussia, on his tour of military in- @pection, has arrived in this city. A greater number would have been nt but for the detention of the steamers and railroad trains, The streets along the line of march were thronged with spectators, Who greeted the delegations with cheers, the waving of handker- chiefa and other manifestations of welcome, Several residences were handsomely decorated with masonic emblems. Returns from 298 towns, embracing more than four-fifths of the entire vote of the State, give the result below. Judge Rice and other leading democrats here claim 65,000 votes for Pillsbury, but concede the same relative increase: to Chamberlain, Mr. Blaine, the Chairman of the Republican State Com- mittee, has only claimed 20,000 majority, asserting that Chamberlain's vote would go as far above 70,000 as Pillsbury’s would exceed 50,000, Mr. Biaine’s canvass of the State was most thorough, and his figures have thus far proved very accurate and re- liable, Republican Rejoicings. PORTLAND, Me., Sept. U5, 1868, A brilliant republican torchlight procession took place here to-night in honor of the victory in this State. The city is generally tluminated and bon- fires and fireworks light the streets, the etfect being heightened by a brilliant display of northern lights, covering all the northern heavens, State street is a | blaze of light, with double avenues of trees each side hung with Chinese lanterns. Terrific Tornado—Great Dentraction of Proe perty. Sr. Peren, Sept. 12, 186 A terrific tornado, accompanied by rain, swept along the Minnesota river on Friday night. Houses and barns were blown to fragments and the grain that had been harvested was scattered in all direc- tions. A number of persons were Injured, among them Mra. George Briggs, whose injuries proved fatal. Other persons were seriously ijured, The cattle and stock were scattered and lost. PENNS YLVANIA. Large Republican Meeti in Philadelphia— Speeches by General Sickles, Senator SI man and Othere=Th Mysterious Child Marder. PHILADELPHIA, Sept. 15, 1868, Agrand assemblage of repubiicans was heid this evening in front of the Union League House. Mayor McMichael presided at the principal stand from the portico, The building was brilliantiy illuminated, with gas jets forming the names of the republican candidates and heroes of the war. Among the prin- cipal speakers were General Sickles, Senator Sher- man and Mr. McPherson, Cierk of the House. The Invincibles and campaign clubs, with banners and torches, marched from the diferent wards, and so densely packed was Broad street, from Walnut to Market sireets, that they could with difficulty make their way through. There were four additional stands, at which speaking was going on during the evening. The mass were very enthu + C8f cially when the results in Vermont and Maine we alluded to, ‘The mysterious child murder inst week has not been unravelied. The inquest was continued to-day. A girl testified that on the nigtt of the murder she saw @ man carrying and trying to quiet a child. She described the child and man, The former, no doubt, was the murdered girl. SYRACUSE, Sept. 15, 1848, A grand procession of Syracuse Boys in Biue and ward clubs, with the Grant and Colfax escort, num- bering in ali upwards of fifteen hundred, marched last evening from the city to Geddes, two miles, and assisted in dedicating a republican wigwam. On returning the procession was five times as- saulted and a ee ed of men severely injured, one perhaps fatally. A charge was finally marie and the assailants driven off. Ortawa, Canada, Sept. 15, 1868, The Whelen trial was resumed to-day, Crowds Gathered round the Court House and remained there at night, The jury retired about nine, and at haif- past ten had agreed on a verdict. This morning mmense crowds collected about the Court House, and the police had to keep the entry clear by main force, Noiadies wereadmitted. The crowd generally expressed sympathy with Whalen. The Court opened at nine, and the prisoner when brought im was very nervous and ex- cited, alternately flushed and pale. He was Greased in black, with a gold watch and chain and wore a beaver hat. The jury entered amid intense silence and gave in their verdict of guilty, when Chief Justice Richards asked the prisoner if he had anything to say, Whalen advanced to the front of the dock and said in a firm, loud voice:— “I have been tried and found guilty of the crime and of course am supposed to be a murderer. Standing here on the brink of my grave I declare to you, my Lord, and to God, I am innocent. I never cominitted this deed; that I know in my heart and soul, I have been ‘accused of being a Fenian, but I never was.” Whalen here detailed his career in Quebec, Montreal and Ottawa, giving at length his He ‘complat on the night of the murder and his arrest, fe complained of his treatment by the Sheriff and said:—*When I was in jall the witness Lacroix was brought to my celi, I was pointed out to him, and he said lie did not know me.
