FINANCIAL AND COMMERCIAL. WEDNESDAY, Sept. 9—6 P. M. ‘The gold market has been active to-day, but it still under the influence of the operators for a and some heavy sales, in lots ranging from a thousand to @ million dollars, were made @uring the forenoon. The extreme fluctuations Were from 14434 to 144}, with the closing transac- tions prior to the adjournment of the board at three O'clock at 144%, following'which there was more dis- position shown to buy than to sell, and the latest quotation on the street was 14434 @ 14434. There ‘was a brisk borrowing demand for coln, and loans were made without interest to either borrower orlender and at one and two per cent per annum for carrying. The gross clearings amounted to $53,816,000, the gold balances to $1,544,250 and the eurrency balances to $2,243,152, Tue Sub-Treasury Gisbursed $131,200 in coin in payment of interest on the public debt. The importing community are for ‘the most part borrowers and not buyers of gold: for the payment of customs duties and the purchase of foreign bills, and the mercantile “short” interest is large. But this, of course, is small in comparison with the speculative short interest, the ultimate effect of @rhich will be to stimuiate a reaction against itself. The @teamer Scotia brought ten thousand pounds sterling 1n small coin; but this must not be construed as sig- Mificant of a return flow of specie from Europe, as it pays to ship small coin from Europe wheu there ‘would be a loss on the export of double eagles. The political quiet which has latterly prevailed operates against any material advance in the premiuin, and @ large majority of the speculators in gold are bear- sh in their views, but they are liable to reverse their tactics atany time. The price varied as follows at 20:30 A. M. of 12:07 P. M. 144}g 6 P.M... 4 & 144g The plethora of money seeking employment was at no time during the summer more marked than this afternoon, when the supply at three per cent to the leading dealers in government securities and ‘other first class borrowers was largely in excess of the demand, and heavy balances had in not a few ‘instances to becarried over unemployed. Some of the Danks, however, had no money to lend, and the gene- wal rate for loans on stock collaterals was four per vent, There 1s hardly an ayerage supply of commer- ‘clal paper seeking discount, but most of that offering ‘comes from the dry goods trade, and the best quality, ‘withfour months to run, is rated at seven per cent. Choice names connected with other departments of trade are, however, taken at six percent, and where the paper has sixty days or less to mature in, at five; ‘but this rate is entirely exceptional. The feature of fhe dry goods trade Just now is the large auction ales of imported fabrics, at which fair prices are realized, and both domestic and foretgn cotton manufactures are particulary firm, although the demand is not speculative, but limited mainly to supplylug immediate requirements. The general business of the country is more healthy and conducted on a more conservative ‘basis than it has been at any time since 1860, and the disposition to guard against overtrading is ap- parent on all sides. ‘The import trade of the country continues large, while the exports are rather light, ‘the latter, so far as the returns at this port are con- cerned, being valued at less than half the amount of ‘he former. The drain of currency westward thus far in the week has been very limited, and ethe Western cities are well supplied with Money. At Chicago it is reported that the increased promptness of country collections ‘has relieved the necessities of merchants 80 that they require but little accommodation, and atthe same time an increase fs noticeable in the de- Posits of the banks having the jargest mercantile accounts. The movement of currency from that goint to the country continues large, however, through the commission agents who are remitting to arain buyers, and it is estimated that two millions ‘were sent in this way from Chicago last week, while the receipts of grain averaged about four hun- ‘dred thousand bushels, or as much as the rail- ‘ways running through the district from whieh the crop is being: marketed could carry. The movement of grain eastward from ‘Chicago has been, meanwhile, suMciently large to (Prevent any accumulation there—s circumstance ‘which has facilitated the operations of the banks in conducting such a heavy business. The Western banks are making moderate applications for dis- ‘counts at this centre in some instances; but notwith- atanding this and the heavy crop movement, which haw now been going forward for a considerable length of time, the important fact remains that ‘money is still superabundant with us at three and Sour per cent; and thus far, at least, therefore, our predictions relative to the course of the money mar- kct this autumn have been realized, ‘The market for government securities remained <ateady but doll at the decline of yesterday until the two o'clock call, when about @ million of the five- ‘twenties of 1867 was sold by @ general stock com- emission house, the result being @ decline of % per cent. This sale is supposed to have been on “short” account by parties who usually confine their opera- tions to the speculative railway and miscellaneous shares, The hammering of the bears since Tuesday morning has been persistent, and the leading bull houses have thus far made no attempt to check the decline, their object apparently being to draw out a fresh “short” interest, and there fg no doubt that the latter, although previously large, has been ma- terially increased within the last forty-eight hours, There is an active borrowing demand for all the issues of ffve-twenties, and considerable conversions of the ‘onds of 1862 into the later issues are being made ‘Dy the foreign bankers, Large exchanges of the ‘bonds of 1367 for those of 1864 have also been made for the sako of the difference in price, and bonds are sti being bought by Insurance companies having branches In the New Dominion for the purpose of dopostiing them with the Fimance Minister in com- Hiauce with the act of May 22, 1863, section 22 of “Which reads as follows: And as regards British and other ee surance companies actually business Canoda atthe time of the passing of this act, which cannot by the terms of their constitutions or char- tors or by law invest in Canadian securittes, it shall be lawful for the Minister of Finance, with oe proval of the Governor in councll, to receive amount of the deposit required of them under this a tin British or foreign government cocaritiog, tn. in- cluding stock of any one or more of States, at thelr then market value, but with power to him to require from time to time, if such market value should dectine, Leia securities equiva. to we deposited under si yaa re yes the ea in any such British of foreign stock as avoresald, and such stock may be deposited with the HKeceiver General, subject to the provision above made as to Value and diminution in value; but all such Gtock shail be replaced by cash or investment to the asnount aforesaid within three from the issue use to the company, otherwise such license Shai be void; and as ‘any such company act- dng on the <a rinciple in such wise as to be unable legally to a deposit under this act for the urkty of poliey holders resident in Canada the lovosit may be for the general benefit of all ite tmueubers, Dut the com ay ne specify the fact when making the deposit and in all returns made or published by them, ‘There have already been deposited with the Fi- nance Department $636,000 of United States bonds, and $150,000 more are about being deposited, At the sc the market for governments was firmer than afer the last call, and the indications are favorable to a sharp upward reaction very soon.
