Troops for the Siege of Puerto Cabello—In- surgent Chiefs Distracting the Country—The Blockade of Laguayra. SANTIAGO DE CuBA, August 11, 1868. I have additional advices from Venezuela, extend- ing to July 23 and giving further particulars of some events that have already been reported, On July 16 General Monagas was in San Joaquin actively pushing forward troops for the siege of Puerto Cabello, Besides the forces already reported a8 moving on the piace two columns, commanded by Generals Antonio Bello and Desiderio Escobar, had arrived at Victoria to co-operate. Gencral Rufo Rojas had enrolled a part of the militia of Aragua for the same object. Sefior Espinosa had been rein- stated in his position of Governor of the State of Carabobo, and was doing all he could to augment the number of troops at the disposal of General Monagas. General Luis Level de Goda has been made commander-in-chief of a corps that Is to ope- rate in the Western portions of the republic. His men will be chiefly furnished by the State of Bolivar. General Patifio, the ex-peon and present ruler of the provinces of Barquisimeto and Garacui, had pro- nounced, after his own manner of doing things. That !s to say, that generally he is neither for Mona- gas, Falcon, Bruzual or any one else, but especially for himself. He had sent a commission, composed of Sefiors Victor Ariza, Juan Amengual and Pablo Lara, to Valencia to treat with Monagas. Sefior Ariza afterwards is to proceed to Puerto Cabello to enter into negotiations with Bruzual. The news feom the valleys of Tuy was very unfavorabie to a settlement of the civil wars of the country, General Joaquin Salazar, sustained by General Pearo J. Gomez and the notorious Moronta, nad placed him- self at the head of a revolutionary movement that rejects Monagas, Falcon, #ruzual, Patifio and every- body else except Jonquin Salazar, for whom they go in strongly, particularly the said Joaquin Salazar himself. 1¢ was in Valencia that acom- mission would soon be sent to Puerto Cabello to offer to Bruzual and his forces terms of surrender, A number of the most respectable citizens of the re- public were mentioned as likely to constitute the commission.
