el hand, but over the hill and mountain fand the ubsidy will be increased to thirty-two thou- and forty-eight thousand dollars per mile, respectively, in addition to a land grant of |’ ‘twelve thousand five hundred acres per mile. ‘The company, in addition, is allowed to issue its own first mortgage bonds to an equal amount, the government, as security for its own bonds, accepting a second mort- gage on the property, The road ought to have been splendidly built under such favor- sble conditions as these; but the reperts of scientific eye-witnesses testify to its being so ‘badly constructed that only speed and economy could have been studied in the work. These reports may, however, be exaggerated, but they are sufficient, in view of the developments respecting the Crédit Mobilier, to make the government inspectors more than usually care- ‘ful in their scrutiny of each new section of the oad submitted to them. The suit in question hhas attracted great attention, and important disclosures are looked for when the case comes up for argument before the court. Meanwhile we defer further comment upon its merits and leave the public to draw its own inferences from the allegations made. The Watering Places. It is very true that the old saying ‘‘there’s nobody in town” was never less applicable to any heated term than to the present, which is hotter by far than New Yorkers have expe- rienced for ten years. The town is full of strangers, including the delegates from every State in the Union to the German Schuetzen- fest, which has just terminated, and to the Democratic National Convention. At the same time, however, the extreme heat of the past few days has hastened the annual exodus of our citizens and citizenesses to the various watering places, of which we gave the other | day a list as long as the list of ships in Homer's “‘Tliad.” Notwithstanding the multitudes who have thronged Jones’ Wood and Tammany Hall, and every hotel in the city, as well as Broadway and the Bowery and Fourteenth street, many of our principal avenues, with their miles on miles of brown stone front houses, have been deserted. Fifth avenue especially wears the look of a silent H city of the dead. The shutters are ell closed, and no sign of life is left save the occasional flitting of a lady’s dress or &@ gentleman’s white coat, betraying the fact that some families supposed to be winging their ‘way to Europe or to the mountains or the sea- shore of their native country have immured thomselves in their basements for at least a Portign of the summer, _ ~ But a very farge exodus hes actually taken place. The extraordinarily long lists of pas- ‘sengers by the fine French and German steamers attest how many have been taught ‘by the oxtortioris and discomforts to which they were exposed afew-years ago by the landlords of our fashionable watering places to regard Europe as a vast economical water- ing place, and have gone abroad to make the jeame grand tour in three or six months which Hin the ancient days of slow-sailing packets and lumbering diligences used to require two or three years. Moreover, the landlords of the hotels at ese watering places show a disposition to ecome wiser in their day and generation, and he unquestionable attractions of our places of fashionable summer resort are as powerful as ever; so that, in spite of the great numbers ho have gone to Europe, enough are left at home to crowd Saratoga, Newport, Long Branch, Narraganset Pier, New London, and ll the rest, from Cape May to the Isle of Shoals. He declared that in 1867 France would have been unable to cope with her neighbors, but now her power was such that none of them could compete with her. JAPAN. Foreign Policy of the Mikado. Lonvon, July 7, 1368. According to the details of the latest news from Japan it appears that the Mikado still retains the supreme power. The representatives of the foreign Powers have had interviews with him, at which they were well re- ceived, and negotiations were entered upon for con- tinuing the treaties in force. The Mikado expresses the wish to maintain the best relations with the foreign nations. HONDURAS. Work Begun on the Honduras Interoceanic Railway—French Cnpital and Colonists in the Scheme—Indigo Culture Obligatory. Havana, July 7, 1868. Our latest advices from Trujillo, Honduras, are to June 26. The incorporators of the Honduras Iteroceanic Railway had sent out a remittance of fifteen thou- sand pounds sterling to start the work on the road. The engineers had put the men to cutting timbers for sleepers and laying rails. M. Galinier is soon expected from France, and considerable curi- osity is aroused to know the amount of capital that has been subscribed in France. M. Chabert, from Marseilles, is expected with a party of immigrants and laborers for a colony to im- prove the districts bordered by the Rio Ulua. Ac- cording to the contract of M. Chabert and the decree Promulgated in his favor the cultivation of indigo becomes obligatory on all the estates of the colonies. GEORGIA. Proceedings in the Legislature—New Members Qualifled—Both Houses Organized. ATLANTA, July 7, 1868. In the Senate to-day the President requested quali- fied members to come forward and take the pre- scribed oath. Mr. Chandler objected to the adminis- tration of the oath by the President as unconstitu- tional and likely to produce trouble in future. The objection was sustained, and the oath was adminia- tere d by Justice Dunning.
