FINANCIAL AND COMMERCIAL. TARURSDAY, April 96 P.M ‘The gold market has been very firm to-day and the Sactuations were from 13834 to 138%, with the clos fg transactions at the highest point touched, the atest quotation on the street being 138% a 138%. $Fue rates paid for carrying ranged from two to six per cent. The gross clearings amounted to $46,355,000, the gold balances to. $1,890,083 and the “@urrency balances to $2,871,189. There was a good supply of money during the forenoon at seven per @ent in currency, but between: balf-past one and Daif-past two there was a sharp deniand, and one- @ixteenth of one per cent commission was paid for loans in a few instances. After this fime the pressure subsided’ and ttle or Bo dimiculty was experienced in making up bank ‘@ccounts, The natural activity of the money market ‘was quickened by the calling in of loans in conse- uence of apprehensions excited by the sudden de- eline of more than sixty per cent tn the stock of the Atlantic Mail Steamship Company, which formerly Owned the steamers running between this port and Aspinwall, in connection with the Pacific Mail com- Pany’s steamers from Panama to San Francisco. ‘About two years ago, however, it made an arrange- Ment with the Pacific Mail Company by Which. it sold its steamers in the Califor- Bla trade to the latter, and received in return a certain amount of tts stock, Instead Of holding this it 13 rumored to havé sold tt long age, and’ since the negottations referred to it has been merely running a line of steamers to the South- rn ports, most of which are understood to be char- ‘tered only. The stock for years past bas been held in a very few hands for speculative purposes, and the immediate cause of the present catastrophe was she failure of @ broker in Nassau street who was carrying a large amount of K on his own account, ‘The failure is reported to have been the result of nis wmability to pay off loans on the stock witch were called in; and this afords a practical time fwation of. the danger to the banks of Yending at all on any other than fmt etass collaterals with wide margins. The question arises how much Atlantic Mail is hypothecated with ‘the banks in this city, how much per share have they lent on it and what is their net toss with the stock at 35, this being the closing price for it—an advance of ten per cent upon the lowest point touched. And yet this stock sold at 114 in January Jest, and the banks considered themselves safe in Jending par upon it when mixed with other collat- erals, As recently as this date last month it sold at 9934, and it is only now that the full extent of fs rottenness has been practically shown, al- though it has been regarded with distrust for many months past. And yet this was a ten per cent @ividend paying stock, or rather a dividend paying swindle, as we may now call it. How soon a similar break may oceur in the speculative railway shares is Uncertain, butit is obvious that some of them at east are liable to it; and if the market lost the sup- Port, either by accident or design, of but one man Who is now sustaining it a fall like that we have just chronicled would be the inevitable result, and when #0 much hangs upon a single life anda single will the danger of the situation is obvious to all. But Spart from this the whole market is wholly depend- ent upon artificial support, and if the bull cliques give way it is easy to foresee the consequences, The ery then will be, ‘stand from under.” Many of the country banks are drawing Gown their balances here in consequence of being drawn upon by their depositors with more freedom than usual now that their quar- terly returns are made up, for it 18 no secret that the officers of these talk plainly to thetr prin- cipal customers before quarter day, and get the datier to adjust per accounts to sult the con- ‘Venience of those institutions as far a3 possible dntil after tlat time. Hence the demands upon the country banks are all the greater for a week or two afterwards, But while this is the condition of not a few-of their number it is otherwise with the remainder, which instead of reducing their balances here, are adding to them, and this ts par- ticularly the case with the larger banks; so that the receipts of currency at ‘this centre are likely to ex- ceed the outward drain for the next week or ten Gays, and after that time the fow from the interior will be materially quickened. In this connection we may mention that @ portton of the legal reserve of the country banks ts allowed by law to remain on de- posit in New York, Boston or Philadelphia, and whatever balances they may have in those cities are counted in their quarterly statements as legal tender notes in hand. The Secre- tary of the Treasury has written a letter to Mr. Van Dyck modifying his former tnatractions with respect to the three per cent certificates, which, according to the authorizing act, are payable in “lawful money,” which last he now’ holds to mean greenbacks, and noteither greenbacks or national bank notes, or both, as formerly. This will have the effect of strengthen- ing confidence among the banks tn the availability of their own reserve so far as these certificates are con- cerned; but there still remain the compolind interest notes and the specie, which are practically unavail- fable, although counted as a part of the twenty-five percent required to be held against deposits and circulation, The farce of tcluding specie in the reserve and the evils attending the preparations of the banks for their quarterly returns demand the attention of Congress. These periodical statements fail to reflect the real condition of these Institutions, as they all “trim ship” forthe occasion to the dis- turbance of monetary affairs at all the commercial centres. It will be seen by the iaw reports that a receiver of the proceeds of the sale of the new stock of the Rock Island Railway Company has been appointed by Judge Cardozo, and the issue of the forty-nine thou- @and shares in question declared ultra vires, The argument in the case of Schell vs. the Erie Company ‘Was resumed in the Sapreme Court, general term, bat no decision was reached. Judge Barrett, in the Court of Common Pleas, heard the argument on the traverse filed by Mr. Jay Gould and adjourned the further hearing until Saturday morning. The Erie ‘bill was not reached on the calendar of the Senate prior to the adjournment of that body until Satur- day. The stock of the Erie Company was weak and ‘unsettled during the day and sales were made as low 2044. "at the commencement of business the stock mar vket was drooping, and at the early session of the open board there was a heavy break in Atlantic Mail, sales having been made at from 38 to 35 against 8754 et the first regular board. Yesterday Pacific Mail also declined to 89'; under @ pressure to sell. Efe ‘was weak at 70% a 71)s. and New York Central solid at 120}, 120%. After the catt Erie declined to 704 and Atlantic Mail to 25, a deciine of sixty-twoand ahalf per cent iu a single day. Five hundred shares of the latter were sold at this price, following which tt @radually recovered to 28, and the tendency towards temporary improvement became general. At the open board at one o'clock strong efforts were made by the bulls to rally the market and Erie sold at 70% @ 7114; Atlantic Mall, 36 a 38, and Pacific Mall, 894 a 69%. The upward reaction made further progress after the call, and at the second regular board the market was sicady and Erie closed % higner than at ‘the first reguiar board, Rock Island 1%, Ohio and Mississippi 4 and Western Union Telegraph \, while ‘New York Central was \ lower, Toledo and Wabash 44, Milwaukee and St. Paul preferred 4% and Pacific Mail Government securities were duti but @teady.
