INANCIAL AND COMMERCIAL, r . Suxpar, Deo. 8, 1867. ‘The g0i4 market was on the whole steady last week, ‘Aotwithstanding the proceedings {a Congress relative ‘to impeachment and tne finances and an active specula- tion om both the bull ana bear account, The extreme ‘range was from 13634 to 137%, amd the closing quota- ‘ton on the street on Saturday was 18781373. The re- <eipta for customs duties amounted to $1,567,559, and ‘the Bub-Treasury paid out $831,000 in interest on the old bearing debt, while the shipments of specie aggre- gated only $327,575. The failure of the impeachment ‘movement in Congress had a tendency to restore public -@onfidence in political tranquility, and, therefore, to ‘sheck any upward impuiso which might be imparted to the premium by the various financial measares intro- duced in both houses, and also by the advance in the rates of foreign exchange to about the specie shipping point, and henco tho market was held steady ‘Dy contending forces. The final vote on the majority report of the Judiciary Committee in the House of Representatives on Saturday, and the passage immedi- ately afterwards of Mr. schenck’s bill suspending the further contraction of the currency, were without any material influence upon the premium, although the tendency was slightly upward atthe close and a sense of relief was felt both in and out of the gold room. Speoulators are calculating the amount and the effect of the disbursements of coin by the Treasury on the Ist of January, About twelve millions will be absorbed in the payment of the sem!-annual interest on the five-twenty Joan and nine millions in that of t®e sixes of 1881, while about seven millions of six per cent bonds mature at the same time, In addition to these twenty-cight millions the Alaska purchase money will soon have to be remitted to Russia; but Congress bas not yet voted an appropriation for this purpose, pending which the pay- ment cannot, of course, be made, The reserve of coin held by the Treasury on the Ist inst. was $32,289,245, the romaining portion of the $100,690,645 in its vaults being represented by gold certiicates of deposit In the handa of the public. The daily range of tho market during the week ta thus The statement of the ‘pabile debe (or the month end- {ng on the Ist inst. was published to-day, and it ehows that United States notes were contracted to the extent of only $952,371 in November, Compound interest motes (unmatured) were reduced, hor yr, to the amount of $309,680 and the matured compound interest notes to the amount of $2,250,350. In payment of a portion of these $1,295,000 of three percent legal tender cer- tificates were issued, the remainder being apparontly vedeemed in currency. Of the authorized fifty mil- Hons of three per cent ceriificates only $12,855,000 have @s yet been issued There a still outstanding $62,249,300 of unmatured and $7,005,750 of matured compound interest notes, and Congress should provide for the eubstitution of new greenbacks for all of these in excess of the amount of certificates, as well as for the redemption of the certificates in new logal tenders, ao that the volume of the currency may be kept steady at ite present point. There was an increase of $9,701,301 40 the amount of debt, less the coin and currency in the ‘Treasury, during the month, The amount of coin was tedueed from $111,540,317 to $100,690,645, and the cur- wency was increased from $22,458,080 (o $37,486,175, so ‘aat the balance in band on the Ist inst. was, neverthe- Sosa, more than four millions larger than at the begin- ming of the previous month. The funding operations ‘were iarger than usu: about forty-nine millions of eeven-thirty notes having been cancelled and more than sixty-two millions of five-twenties and ten-forties Mssued. This raises the aggregate of the gold bearing indebtedness to $1.840,367,891, a sum which makes the government dependeni upon a large customs revenue, It fs somewhat remarkable that Mr. MoCulloch, in his recent report, should have omitted allusion to the funding Process and the effect of the rapid conversion of the Boating debt into five-twenties upon the reserve of coin $@ the Treasury. By the time the whole of the seven- thirty notes are funded the gold bearing debt will ‘Smount to not far {rom $2,130,000,000, and the annual in- terest will exceed $127,000,000, a sum that may provo to ‘be In excess of the current customs receipts, It is true ‘that the customs yielded $176,417,810 during the fiscal Year ending June 30. 1867, but it would be unwise to -ealoulate upon such an amount in the next or any sub- sequent year during next decade at ienst, The total ‘amount of the public debt is $2,630,382,672, against which must be set the $138,176,820 of gold and paper money in the Treasury, ieaving a balance of $2,501,206, 751. The money market was throughout easy at seven per cent to borrowers on stock cotiaterals, but the numerous mercantile failures of late caused lenders to be very dis- trustful of commercial paper, and only the best grado ‘was readily salable on the street, the rate for this being @ight = ten per cent. The banks showed « disposition to discount for their customers to the best of their ability, and they conficed themselves to selections from the offerings of the latter at the legai rate. The prospect 1a favorable to an abundant supply of money, availabie for emptoyment on the Stock Exchange, during the re- mainder ef the , and we are at present receiving more currency from the West than we are sending to that section, Tne statoment of the associated banks of this city for the week ending on Saturday reflects a ‘still easier movement of capital than the previous one, ‘The legal tender notes show an increase of $497,318, and all the other items a decrease—nameiy, {n the loans, of $365,425; in the specie, of $767,636; mm the deposits, of $750,878 ; and in the circulation of $11,410, Im point of reserve tho banks stand in nearly the same position as Ahoy stood a weck azo, the decrease being trifling, while thoy are stronger in the active reserve by the amount of Jegal tender notes they have gainod, It remains for Congress to gaard the money market against the irregu- Jar movements to which it has been subjected at intervals by an excessive hoarding of currency on the Treasury, resulting from undue sales ¢ gold and bonds, The duties of the sSecre- tary of the Treasury with fogard to the Matter should be arly defined, and the fallest publicity should be simultancoasiy ¢' to all the purchases and sales of the Department. eombinations to create monetary at jency by artificial means for stock jobbing purposes would thus be do mroyed. Speculation was langaid on the Stock Frc! fing the week, but prices were wall susiaini western experienced @ further advance to 65}; under the masipuiation of the clique controtling i. The demand for bankers’ bills was at the, same time somewhat stimulated by the low price of gold, At tho close the principal foreign bankers asked 110 for their sterling at sixty days, and 1103¢ for short sight bills, but in the open market the following were the current rates:—Bankers’ bills on England at sixty days, 109% @ 1097; t three days, 110%¢ a 11034; commercial bills, 1083 a 10944; bills on Paris at sixty days, 5.10% 9 5.15; at threo days, 5.16% @ 5.1534.
