The former Sergeants-at-Arms had al- Ways considered it @ part of their duty to an- nounce messages from the House. He (Mr. S ) merely wished to know what the duties were, perhaps the Committee would not find it nec- essary to bring in a formal resolution, all that he wanted was to know what the duties reaily were. Mr. Howe said it was the business of the pre- siding officer to keep order, and he thought it conid be done without the presence of the Ser- geant-at-Arms. Mr. Trumbull said there were other officers of the Senate who were not always im their places, and moved to amend that the eommit tee also inquire into the duties of the Secre- tary and other officers. He did not think it made any differ- ence as to what particular chair thai officer occupied. After some further discussion, the resolution was referred to the Committee on the Pay of the Officers On motion of Mr. Harlan, the Committee on Military Affairs Tequested to inquire into the propriety of amending the law declaring and fixing the rights of volunteers as a part of the army, £0 as to include previous service in the marine in establishing relative rank the army. Also, as to the propriety of au- jorizing the Secretary of War to take into consideration in all cases previous rank as well as previous service in determining the position of au officer. Mr. Henderson offered a resolution calling on the Secretary of the Treasury for copies of justructions to officers releting to captured and ubandoned property; the ameuntot money received from the sale of such; how much has been returned to the Treasury, and how much is still in the hands of the officers receiving the same, &c. Mr. Fessenden said the Senator could get all this information by personal application at the ‘Treasury Department. These indiscrimin resolutions of inquiry entailed often imm: and unnecessary labor on the Departments, and tbe prmting of the reports also caused great expense. Afier considerable discussion, the resolution ‘Was reterred to the Committee on Finance. Some Senators on this floor called it & joke; it was not so i tended, and if a joke, was a very serious one, Justlike the one Great Britain pe: ‘ated in Ir6l.
