The steamer Mount Vernon bas arrived here from Vera Cruz, with dates from that port to November 27 and from the capital of Mexico to November 20, She has been obliged to go into ock here to have her screw repaired. The Mexican Congress had met on the afternoon of November 20 according to the decree issued to that effect. Of the two hundred and eight mem- ‘bers ® quorum was present—namely, one hundred and five representatives. ‘Seflor Rafael Dondé, of Mexico city, was chosen ‘president of the Congress immediately after orga- nisation. Losnos, Dec, 4, 1867, A second imetaiment of the correspondence between the British and American goveraments ia regard to the Alabama olsims, has been laid before the House of Commons by the Foreign Office, * Lord’ Stanley, in a despatch dated November 16 to Mr, Ford, the present Chargé d’ Affaires at Washington, says Engiand will never consent to submit to the arbi- tration of a foreign Power claims tavolving her right to recognize belligerents. This right, he insists, is purely @ question of Enghsh law. Underwood, radical, received sixty-Ove votes; Rev. Noel Wilson, Conservative, of Frederick, thirty-three votes; E. K. Rnead, of Accomac, three votes, aud Henry M. Bowden ope vote, Judge Underwood was the candidate of the radicals, and Mr. Wilsen of the conservatives, The votes cast for Mr, Snead were floating, their position not being exactly defined, George Rye, radical, was elected Secretary by a vote of fifty-nine against thirty-one for Loving, conservative, of Amberst, Wm. R, Tall, radical, of Richmond, was elected Sergeant-at-Arms by a vote of Ofty-eight against twenty-nine for Beckham, conserva- tive For Doorkeeper, Wm.
