. FINANCIAL AND COMMERCIAL. Frivar, Oct, 18—6 P. M. ‘The gold market was strongthened by the European news this morning, and the opening transactious were Mt 1445, following which there was an advance to 144%. At this point there were heavy sales of both *‘short’’ and ‘long” gold, and the price gradually declined to 144, but afterwards recovered to 144%, the closing quo- tation in the room. Subsequently on the street, how. ever, the bears hammered the market vigorously, and the price nominally declined to 143%, but at this figure it would have been impossible to buy any consideravle @mount, Doubts were thrown upon the probable occu. To-day the market has been devoid of spec- lative animation, and the manner in which it gave way ato in the afternoon is calculated to weaken its support from the atreet and correspondingly strengthen the bear alement. The cliques have still the power to rally the market, but it is liable to become hopelessly demoralized at any time, ‘The money market was active, but less so than yes- terday, owing mainly to the reduced volume of bu: ‘neeson the Stock Exchange. There was full demand for all the capital offering, however, at seven per cent on call, The pressure for discounts continues, and the banks, in view of their contracted resources, are re- fusing all but asmall portion of the amount submitted fo thom. The Western banks are very urgent in their fmpplications for rediscounts of produce paper, but {hese are nevertheless complied with only partially, the aggregate offered being far largor than that taken, Phe city merchants are complaining of the difficulty of obtaining the usual accommodations, and much incon- venience in the transaction of logitimate business !s the result. The rate for prime paper at the banks where ‘those offoring it keep their accounts is seven per cent; Dut the rate outside varies from eight to ten per cent, while for lower grades there is little or no market. The Treasury Department bas made a written demand for reclamation, through the Assistant Treasurer here, ‘upon the dealers in government securities from whom 48 received the alleged counterfeit seven-thirty notes of the second series, The dealers concerned have made ‘20 formal response to the demand as yet; but they have decided not to comply with it unless the case is legally ge Atolded against them, and they will proba- * oy notify the Assistant Treasurer to this effect. The partial failure of the cereal crop in Europe and its influence, present and prospective, upon commerce and trade are just now occupying a largo share of atten- tion. Among the first results of this failure is the extraordinary recovery of the American shipping inte- rest from the great depression of the past few years, under the influence of the export movement in bread- stuffs. During the past three or four years this great and material interest bad been weighed down by burdens heaped upon it by a shortsighted, radical Con- gress, which, through imbecile legislation, hed well nigh annibilated it; and its partial recuperation under the active export movement in breadstulfs is accord- ingly cause for general congratulation, not only among those who are immediately interested, but among all who have the general welfare and prosperity of the country at heart, During the prevalence of the Inte war commerce naturally sought protec. tion from the Anglo-rebel privateers under a foreigh flag,’ and American shipowners, finding their ‘occupation gone,’ were compelled in sel{- preservation to seek safcty under a noutral flag. And in this way only were Amoriean ships kept in active | employment, even a part of the time, But the hopo was entertained that, the war once ov American commerce would be fostered by Congress, and its re- cuperation from the great deprossion accelorated.
