8 ——— FINANCIAL AND COMMERCIAL. Wepnespar, Sept. 18—6 P. M. ‘The gold market developed increased strength and activity to-day, and the price gradually advanced from 14434, soon after the commencement of business, 10 145%, with the closing transactions at 143s. There was mo special cause for the advance, if we except a certain dogroe of depression in tvetweaties abroad, supposed to be owing to the far Wai te arguments of Butler, Pendleton and others & Sayer ef paying of the funded Gebt in legal teeter mocee aay take practical shape at fome fatore tax Thas a very wacasy feeling does § among those conversant wi the sentiment of the Western people in this par cular is wndeniadle; Dat it would be premature te attach much importance to it at present, The wuain cause of the really firm undertone which the mar- ket bas lies in the commercial domand for gold t0 pay foreign trade balances against us; and noxt /n point of gonsequence is the antagonism which exists between ‘the President and Congress on the reconstruction ques- tion and the uncertain results to which it may lead, Cash gold was abundant, and loans were made without Mlerest and at 1a5 per cent for carrying. The gross elearings ainounted to $51,212,000, the old balances to $1,980,724, and the currency balances to $3,658,455, The state of the money market is now the lead- fog topic of conversation on the Stock Exchange, em rccount of its induence upon prices. The Deors and the banks combined have succeeded tm producing considerable apprehension among the mid e to its fature course, and by withholding a Jarre amount of currency from active use they have secceeded in forcing the rate up to seven por cent, in most cases temporarily, although not a few loans were monde to-day at six, A fair quotation for monoy is 6 a 7 per cent, with a good demand; but some of the Yeading dealers in government sscuritios have loans still standing at four per cent, and they can borrow all they require at 6 a 6, The market has been made to ap- pear active by artificial means; but if the naturai ten- dency had not been in this direction this would bave been, of course, impossible. The bears and the banks have simply made the most ef their opportumty to suddenly put up ‘the rate of interest, Tho best way for the bulis to meet ho caso is to accept the seven per cent rate, as estab- lizhed, and they will find that they can get all they re- quire at this figure, The apprehension that the propara- tdons of the national banks for their quarterly returns on ‘the Ist of October will quicken the demand for money may havo a disturbing effect; but after thia bugbear is out of the way we shall, according to present indica tious, have a moderately easy market at 6a 7 per cent, ‘With confidence and fair dealing money would bo easy @t45 per cent now, but the tricks of trade baiile all ordinary calculations, There isasteady but not heavy @rain of currency westward. The banks are doing very Mile in discounts, and the best grado of commercial Papor passos at seven per cent. It is not improbable that the advanco in the rate of in- terest on this side will have the effect of drawing capital from Europe for employment here. The glut of gold in the Bank of Franco is without precedent, the accumu- ation of coin and bullion in its vaults exceeding thirty- Beven millions sterling, while its outstanding liabilities of all kinds are less than eixty-two millions, The pres- ent condition of the Bank of England bas only been par- alieled on one occasion, namely, in June, 1852, when ‘eonsols were about one per cent. above par ex-dividend. The coin and bullion in both departments exceeded the sirculation on the 26:b of that month to the extent of £700,128, The excess is now considerably less, but never- theless there is such an excess, and as the second instance f the kind in the history of the bank, it ts interesting. Moreover this feature is likely to become stil! more marked, as the reserve of coin is stillon the increase, although it already amounts to more than twenty-four millions sterling—the largest total ever accumulated by the bavk. The return for the week ending Septembor 4 showed the xmount of notes in circulation to bo $24,062,940, while the stock of coin and bullion was $24,072,282, The bank rate of discount remains at two per cent, and although loans ara made in Lombard @irect at one and ahaif and even one per cent, there is HH Meatthand that tha rata will be further reauced, Ration of capital, now long continued, has exerted no effect in stimulating speculation, Capitalists are timid and unwilling to lend on any but tho best security, and hence, although vast sums are lying idie im: the Danks, it is difficult for tho mass of those 4m need of accommodation to borrow, Under these circumstances, when money can be employed in @all loans on satisfactory collaterals in Wall street, at @a7 por cent, it will be strange if some of the immense surplus in Europe docs not find its way across the Atlantic. The railway sbare market was dull and drooping @uring the morning, following which 1t remained steady until after tho second regular board, when it was vigor- ously attacked by the bears and arathor heavy decline the result; but before the close a reaction of avout a aif per Cont took place. The market has been largely oversold, and prices have been unduly depressod sinco Thursday jast, It is reasonable, therefore, to look for a Tecovery, the fall having averaged five per cent on most @f the leading stocks. At tho early session of tho open board railway shares ‘Were frm at (he cloving qnotations of lastevening. New York Central sold at 108% a 108%; Erie 68%, and Rock Island at 10344.
