On entering into the present arrangement those five had on deposit wita the State Auditor public stocks amounting to $2,696,000, as security for their outstanding State Circulation at that timo, which was a iittle less than two millions ($1,916,774) These five banks now have on deposit with the State Auditor publi stocks amounting to about $50,000, as security for something loas than $15,000 State circulation still outstanding. The remaining thirty-seven banks of this city were chartered institutions, and on changtng from State to national, gave bonds for the redemption of their State circulation, which were filed with the State Treasurer—it being optional with them either to adopt this course or to deposit securities with the State Audi- tor. Their State circulation bas dwindied down ta about the same proportion as that of the five first mentioned, and as most of the banks now show a weekly reduction of but a tew dollars in the old State circulation, it is be- lieved that most of that now reported as ‘‘ outatanding '"’ will never be returned, ‘The following suggestion has been made with a view of giving elasticity to the currency :-— ‘The Treasury to have ready, after boing authorized by Congress, any required amount of greenback currency, end the Assistant Treasurers in New York, Boston and Phiiadelphia to be furnished with it, to foan'on call at seven cont interest, taking government bonds as col- Jateral security at fifleen percent under their market value, That is all; nevertheloas, 1 ts a groat measure, Ivia not desirable that the Treasury become the loaner of money, except on emergencies; we therefore have proposed a high rete of interest and a strong margin. No one will borrow on these terms except the money market is very bad, and the loans will pad off ag soon as the market 1s slightly easy, stilt there will be times, we think, when from 000 to $100,000,000 will bo wanted. This measure will check- tate the gamblors in stocks, who sometimes board reenbacks in order to intensify a tight money market.
