It is about time the public should be permitted to under- stand the facts relating tothe Express war now existing, and the attempt by certain parties to MONOPOLIZE THE “XPRESS BUSINESS. In every community there are to be found many schem- ing men, who never originate or build up anything, but lie quietly in wait until originators and hard working builders have achieved success, and then leap in to obtain, by hook or crook, what these lying-in-waiters call their share. In this method of eeouring pre profit to themselves they are "greatly aided by the fact that ali communities are a sort of musical combination, 1 ¢, made up of SHARPS and PLATS. The SHARPS get up the schemes and the FLATS furnish the money. wx the SHARPS come with a story of OIL in the bosom of the earth, to be had by boring and “takings little stook,”’ and prove it by the fact that Mr, B—— nad an OIL WELL sad Mrs, B—— bought» pint of diamonds of ‘Tiffany & Co. Beg When the oil scheme bas feathered the purse of the SHARP by taking the lining from the pocket of the FLAT, the SHARP scarcely waits for the FLAT to recover from “hla exhaustion before @ new plan is presented, to make up for late losses and gather future riches. ‘This time perhaps it will be a TELEGRAPH scheme, which is another short route to fortune, If FLAT hesitates SHARP proves the goodness of bis scheme by citing how much certein telegraph mon have made, and this logic is generally irresistible, especially when SHARP assures FLAT that the old telegrapl: companies’ alock is all water, nd that qnly ten per cent of amount subeeribed tothe new company will be required. Bhortly the telegraph acheme comes to grief, and FLAT loses his money, bat not his appetite to try another ‘good thing.” fs st SHARP, tw casting about for somebody's success to attack, @iscovers. that the expresaoa made a great deal of money during the years frotn 1662 to 1866, and gathering to him other SHARPS from the oouniry towns of the State of New York, a locglity where SHARPS greatly congragate, they concoct # raid on the express business, t To give dny chance of slcccas will require the’ aid of » great many FLATS and a great deal of money, Sut it so good season for noth, SHARPS are aware that duting the war, owing tothe great demand made upon rallroads by government and ibe public, the roads were not able to fufnish the expresses ‘with facilities to transect with Proper promptness, As al cases, thelr exaggerated daslness: and also that the price paid railroads by expresses for iransportation on passenger trains compelled a charge to merchants on their heary goods Which would always seem large when compared with freight rates, ond RSPROLALLY WHEN RAILROADS, IN THE HEAT OP OPPOSITION, SOMETIMES CARRIED FREIGHT ONE THOUSAND MILES FOR Luss THAN ONE.POURTH OF THE RAT THEY CHARGED EX- PRESSES FOR THE FIRST ONE HUNDRED MILES OF THE GAME ROWE. Although there were three great Express Companies run- ning in strong competition—verging on opposition—with each other, between the East and the West, but one of these Rapresses ran upon any of the great railroad routes to the ‘West, experience having taught the old Companies—and since proved to interlopers—that but one Express can get a ving on the same line of railroad, Here was material enough for the SHARPS, ‘They could | “NEW YORK, WEDNESDAY, JULY 10, 1867. _SPEOIAL NOTIONS. a outrageous wanuér, and authough wer ‘opened operamons by cuiting prices (very slightly, to be eure, because it was evident they were not hich enough to bear reduction end leave profit), wiren they found that theold companies would eut with them, and uso all fair means to retale their bust ness, the SHARPs made “Rome howl” with thetr outeries at the attacks, as they called \nem, of the old monopolies, There is mot # merchant of this new. company who'ln his Individual capacity would not ve ashamed to take the course which was so unblushingly pursued by the SHARPS to enable them to commence business, They bribed the em- Ployés of the old companies w leave them, by paying in many instances Ofty per cent more salary than they were receiving, or than the business would justity paying, at some places they offered local agente more salary to induce them to throw up their positions with the old companies and bring the business which they were supposed to control to the new company, than the totat proceeds of the offices which the agents represented.
