ONDENCE The Press Law and Rign: of Public Meeting— Tho Emperors Executive Equivalent a Shadow—Will the Empire be Peace cy Wart—Chances of a Dissolution ci the amber. Ghasaben: Panta, June 25, 1887. You are aware thatunder “e pretext of want of time the “great lawe,"’ as it is th, ‘*shion to call ihe public meeting, and press bills pro. 1 by the Emperor in bis famous letter of January 4 have been postponed to an extra session, which it + ‘promised’ ball be held in-November—a most inconvenient time, Ae mat ters stand, therefore, the “address,” which was the occasion of much freedom of speech, has deen aboliehed without any compensation, The country was assured ubat the privilege of voting an address to the throne was not taken away in any illiboral spirit, but merely be- cause it had been found by experience that practical business was impeded by useless speechification. Well, the address is given, and it turns out that there never was a session in which go little bas been dgne as tn tho present one, The budget will now be hurried over by deputies anxious to draw their salary and got away, and then the chamber will be prorogued. The only consola- tion for the postponement of the liberal measures ia that the unpopular army augmentation bill shares the same fate. Whother there will reatly be a session in Novembor is very doubtful A thousand excuses, drawn from circum- stances at present unforeseen, may bo found tw preveat the realization of the promise. If there is to be war of course that fearful eventuality would so occupy moon's minds that there would be, for a while, little thought of internal reforms; and, in case of war, the government would have plenty of means of raising mena without a now army bill, I doubt myself greatly whether the Emperor will muster resolution to go to war. I believe his miad fluctuates on the subject every day. But while I see the provoking tone used by the goverament papers to- wards Prussia, and the evident desire to raise tions” affecting the security of the French front Dot at ail expect io seo realized the recent report that the Emperor would, on July 1, “announce to the exhibitors, to whom he will than distribute priges, a general poace- able uuderstanding and a universal aisarmament, Moreover, I know that within the last few days orders have been given by tho Minister ot War to refuse alt applications for furloughs unless under very special and exceptional cireumstances. ‘There is an internal political movement going on which pace to be nairowly watched. The Presse, and a ans(ormed journal calied the Epopue, the proprietor of which is M. Dusautoy, and the editor of which is Clom- ent Davenois, Girardin’s late lieutenant, are proposing daily a dissolution of the Chamber, on tho ground that it shows an unwillingness to give elfect to the Emperor liberal promises. Now if a dissuiution were wo tal place this autuma, on the ground that the Emperor was more liberal than tho Chamber, it would be an exceed- ingly artful dodge, and one that would sorve Napoleon in mang ways. Moreover, it is quite certain, since the rising tide of opposition to the institutions of the empire is rap‘dly progressive, a Parliament elected now ert contain lar fewer opposition members than ip By boldly taking the bull by the horns and dissolving at once, on a piausible ground, Napoleon would, it is true, stand face to (ace with a larger opposition than he bas at present; but he would secure a majority of gov- ernment candidates (or the next six years, although he will be by no means sure of itif he waits tili 1869. SPECIAL CORRESPOHDEHCE OF THE HERALD. Position of the Bourbons—A Union of the Peninsula More Provable—Napeleon’s Policy Towards Spain und Portugal. Maprm, May 14, 1867. Thave enlarged the usual interval of my correspond- ence, thinking that in this country of the unforeseen there might occur olther in the flerce acrimonious debates in the Chambers on the Indemnity bill or im the overtaxed and discontented provinces something that would give my letter its modicum of public interest. Ono of the principal leaders of the last military insurrection bas had the boldness to come here from Paris to give orders and advice to the secret societies and still organized and undiscouraged forces of the democratic clubs—orders which proceed from the refugee general, who will always take the prominent part in any movement whose object is to overthrow the Spanish Bourbons. He says that the French Emperor and his ministers have been sounded about the expediency of overthrowing the Bourbon dynasty in Spain, as the personal aod (amily enemy of ali those who bear the name of Bonaparte, and that Napoleon the Third has manifested an affected desire to keep her Cathoiic Majesty on the throne, and has even gone so far as to say that be would use every means to keep her there for the present, so anxious is ho that no complication of any kind should occur while the great Parisian Exhibition is going on aud mosey flowing into France from every part of the civilized world, He (the agent) says that the Spanish refugees of rank are of opinion that no sooner will the Fronch Exhibition be over than Napoleon the Third will offer no obstacle to that which is bis imperial Majesty's obvious interest, namely, the organization of the Spanish peninsula under @ basis tnore personally favorabie to himself, and more politically and locally in accordance with the times. The amnesty, by virtue of which the 2,100 refugee soldiers and petty officers who passed the frontier with General Prim a year ago, are allowed to return to military ser- vice has produced little effect; they profer to remain in the Azores, where the Portuguese authorigies had soot them, and where they receive some means of existence from the discontented at home, who hope some day to find tn them the nucleus of a future rising. The amnesty had included the refugee insurrectiqnists of inst June, and even the corporais of artillery who bad assassinated their officers. These men are pow in France, and being SS artisans, as in general Spanish artilerymen are, ave found profitable employment there, and will not care to rovurn to military discipline again, The government still feels, or affects to feel, the necessity of severe measures of suppression, The Liberal Union Club, which is the favorite piace of resort of the friends of the last Ministry, is still closed, and the Progresista, or more adv: jiberal club, which the police bad allowed to be kept open, on condition that no politics should be talked there, has been closed, because the members had agreed lk together in the annual The cotton market has been 1 ‘mot quotably lower. The French Logistative body met June 22, M. Schnoi- der in the chair. The order of the day was the adjournod disenssion on the bil relative to the soppemeutary credits of 1866, the debate turned altogether on mat- ters connected with Mexico. M. Benryer demanded explanations on three points: First, the accounts relative t the negotiation of th rt of the Wexican bonda attributed to the French reasury under tho title of reimbursement; next, com cerning the indemniries allowed to French subjects re- siding in stexico; and lastly, fouching the diplomatic M. There were likewise other documents of cap- ital importance which he bad to ask for; those for in- stance containing the complaints and demands of French credtiors of Mexico, whose grievances, tt had been said, had rendered tho expedition a matter of necessity. He desired, too, to know whether the Jecker bonds bad been paii—whether a sum of a milion of piastres yearly bad not been allowed for the reimbuareement of that debt, and whether the agents of the French govern- ment Im diexico had not tntervened in the regulation of that afl * M. About siz o’ciock last evening, as a section of the Fifth precinct police wore being called out for their regular tcur of night duty, one of the patrolmen named ‘Stephen W. Smyth attempted to shoot Rounasman ‘iles Deshays, of the same precinct, It appears that a short time before the section that was to goon duty at five P. M. were brought out, Smyth called upon the Sergeant in charge and inquired where Captain Reity ras, and seemed to be greatly chagrined at not being able to ascertain his whereabouts, Hoe shortly afterwards re- turned to his quarters and did not make hi nce again until the section fell in line at six o'clock. Alter the meo had gone through with the usual drill formalities incident upon a section's | tion, Roundsman Deshays proceeded to men, who wore in double ranks before the sergeant’s desk, the books that they are allowed to carry to item!ze any event of importance that may occur during their tour of duty. On his calling upon “mytn, who was in the rear rank, the latter streiched out his left hand over the shoulder of tbe man in front of him—ofllcer Gun- son—to get his book, and at the same time thrusting for- ward his right band, in which he held his cocked revol- ver, by Gunson’s right side, and pointing it directly at the roundsman, attempted to fire, but fortunately the trigger tell without exploding the charge. He was at once divested of his suieid and was placed undor arrest. AS one of the sergeants took off the shield Smyth looked up at bim and sneeringly remarked, **Did that fool think 1 meant to shoot bim??” It would seem that the causo which led to Smyth’s attempt on the life of Doshays was that tho latter had of late repeatediy—as he was in duty bound to do, when he bad justifiable cause for his actions—preferred charges against the former for “violation of reguiauions or conduct unbecoming an officer.”’ Last Wednesday the roundsman preferred threo distinct charges against him—one for having been off his post tor an hour, a second for absenting himself from duty at the house from twelve o’ciock midnight until forty. minutes past the day foliowing, and a third for somo violation of police rules, for which he was tried before the Police Commissioners, and it elheved that the conduct of the rovundsman in preferring these charges 80 exas) erated Smyth as to impel bim to an attempt to take the former's life, Smyth ia an Irish Canadian, bout thirty-seven years old.
