The public breakfast given this afternoon to Mr. ‘William Lloyd Garrison, in Saint James’ Hall, was r ‘attended by four hundred persons, ladies and gentlemen, some of them of rank, including the Duke of Argyle, Earl Russell and Mr. Bright, Mu. P. Mr. Adams, United States Minister in London, ‘was absent. Mr. John Bright, M. P., oocupied the chair. He poke at length of the services of Mr. Garrison in the cause of negro emancipation and liberty, and referred tothe American war, asserting that at the conclusion of that great struggle the United ‘States government treated the vanquished people fn 8 manner 60 magnanimous as was never before recorded in the history of the world. Sperm oil, £130, Antwerr, June 29—Noon, Petroleum, 3$0f. 600, BY STEAMSHIP TO JUNE 20, The Inman steamship City of Baltimore, Captain MoGuigan, which left Liverpool at noon on the 19th and Queenstown on the 20th June, arrived at this port yes- terday evening, bringing our European files in detail of our cable despatches two days later than the mail re- ports of the Union, published in the Haratp yesterday morning. The City of Baltimore sailed two days after the Union, and has consequently made an extraordinarily rapid passage. It was romored in England that Lord Etcho, who figured among the reform Adullamites of last session, had joined Lord Derby’s government as Chancellor of the Duchy of Lancaster; but Lord Elcho published a denial of the rumor, In the House of Commons on the 1%th of June, the consideration of the Reform bill being resemed, Mr. Laing moved his amendment that the six boroughs of Birmingham, Bristol, Leeds, Liverpool, Manchester and Sheffield, which now return two representatives, should in future retura three. He pointed out at some length the political and commercial importance of the six places to which he proposed to give an additional rep- resentative, and appealed to the committee to decide the question, undeterred by the threats of tremendous con- sequences which had been thrown out by the Chancellor of the Exchequer, Mr. Gladstone end Mr. Disraeli spoke for and against the amendment, When the com- mittee divided the numbers were—for the amendment 230, against 247. The amendment was, therefore, re- Jected, and Mr. Laing said he did not think It was de- sirable to proceed with the rest of his proposals. Mr. Disraeli announced that in the present deranged state of Ireland the government thought it would be ad- visable to postpone the Irish Reform bill until a more favorable opportunity. Mr. Maguire, M. P., attended a meeting of the Cork Farmers’ Club, when emigration and the land question were under discussion. The honorable gentleman said it had béen calculated at New York that the Irish emigrante brought with them £17 for every man, woman and child on anaverage. Mr. Farrell stated that he knew a man who emigrated with ten children and took £900. Seve- ral genUemen said that Ireland was going back fast, losing wealth as well as popalation. Farther progress was made by the House of Commons ‘with the reform measure on the 18th of June, and the Consummation of the Derby-Disraeli plan was fast ap- Proaching. Vessols unprovided with such # dooument are fined 25 roubles (100fr.), even should they come from a port which is not infected. A letter from Peru, reo¢ived in France, announces that on the 11th ef May the Congress passed a bill declaring that the trade in guano should be free, and that the article should be sold by public auction instead of by contract with certain houses. It is stated that the indisposition of the Emperor Napoleon, reported in the Heratp yesterday, consisted of a compHeated attack of lambago and sick headache, His Majesty, bowover, after twenty-four hours’ rest, was restored to health. The ordinary revenue of 1868 shows an incontestable surplus of 124,000,000 franca, This eurplus will hereafter increase, as several items of expenditure, which are temporary and transitory, will shortly disappear, and the state of the finances was never more clear and straightforward than at present, _ In the Austrian Chambers on the 17th of June, the Minister of War read a letter from ihe Emperor an- nouncing that the new tnw for the reorganization of the army would be submitted for constitutional treat- ment. In consequence of the agitation In Croatia the Austrian government had sent orders to the authorities to adopt the most energetic measures to prevent disorder. By way of England we have news from the Weat i Coast of Africa dated at Fernando Po, 10th; Cameroons, 13th; Bonny, 16th; Lagos, 19th; Acora, 2st; Cape Pal- mas, 24th ; and Sierra Leone, 20th of May. Trade at Fer- mando Po was dull, but at Cameroons, Bonny and Lagos brisk, and the ports were healthy. At Accra business ‘was quiet, and at Cape Palmas good.
