, (FINANCIAL AND COMMERCIAL. SaTURDaY, May 25—6 P.M The-railway share market has fluctuated feverishly to- day, and it closes without substantial improvement. ‘The brokers and other professional speculators are for most part still on the bear side, and they point to their beat friend, the Secretary of the Treasury, for proof of the soundness of their position. “Mr, McCuiloch’s policy” is @ favorite phrase with them, and there is no Goubt that the depression which that policy, such as it is, has’ brought upon the country, has greatly aided them in producing the present condition of affairs. Had it mot been for the undue contraction of the cur- rency the prosperity of the country would have Fecelved no check, andthe revenue would not have ex- Perienced the decline that it has, Ho is therefore re- ‘sponsible to a great extent for the prevailing stagnation of basiness and the falling off in the public income. Moreover, his general mauag>ment of the affairs of the department has beem bad, and we have only to refer to the recent defalcation in the Sub-Treasury at New Orleans for an instance in point. A stricter supervision ought to have been maintained over that important | ‘branch of the Treasury, and with a watchful Secretary at its head such s ;rotracted embezziement of the public money would have been impossible. Mr. MoCu loch has Just written @ letter in which he says “the re- Port that the condition of the finances would re- quire. a special session of Congress originated doubtless with certain persons who want a session for Purposes of their own. A session is certainly not needed, es far as the Treasury Department is concerned, and I have no-hesitation in saying that a special session would affect injuriously the credit of the government. We need industry more than legislation.” Just so. Mr. McCul- loch wanta no legislation, preferring to exercise individ. ual control and carry out his own destructive theories. He wants industry, too, forgetting, apparently, that he thas been doing. hia best to paralyze it Well may the Dears thank Mr. McCulloch. Money continues in abundant supply, but the majority of transactions on mixed collaterals were at six per cent., altbough first class houses were generally supplied at five, On government’s five is the regular rate, although balances are left with some of the leading dealers at four. ‘The drain of currency is still towards this centre, and a Chicago journal of Thursday remarked:—‘ New York tunds are scarce and drm, with sales of round tots from bank to bank at twenty-five conts premium. Most of the leading drawers are shipping currency.”” It is stated that the bank statement for the week will show a de- Croase of two millions tn loans, more than soven millions in deposits, and over three millions in legal tenders, At the open board at ten o’clock New York Central wold at 973, a 54; Erie 58% a 59; Hudson, 101; Reading, 108%; Michigan Southern, 66%; Cleveland and Pitts- burg, 73; Rock Island, 8744 a 5; Northwestern, 31% a 82; do. preferred, 5734 a 4%; Fort Wayne, 953 a %.
