There are also similar directories at Liverpool, at Manchestor, ae Leeds, at Giasgow and at Birmingham. For some ume past these directories have been making agrange- tneinis to Concentrate thet forces upon some place which sas to have been named on Friday last, This was pot done, but a mecting was called for Sunday at Liverpool, aud it was then resolved to attack Chester Castle the (ellowing day, seize the arms. deposiied there, cut the islegrapl wires, tear up the rails and make good their escape by rail to Holynead apd trust to fortune to get acroes (0 Ireland. The Danger Tmminent and Escape Timely. [From the London Timos, Feb. 13.) * * * Chester Castle was not actually aitacked, bat it was merioualy Wi and the inhabitants of the city Were in tue greatest anxiety, It was, indeed, a strange picture of consternation which Mond: tele. gtams presenced, and ope whien ca Tmaoonces, old border city, wien in its une bas witnessed many raids, and: has piayed an im ib part in many a civil struggle, wae saddenl; with the appreheasion that a scene from ite er history was about to be id. Hundreds of etrangera poured in’o & with ao ominous air of mystery, and dispersed silontly through ite quaint streets, the magistrates, the volu: teers, the soldiers, and all the gnardians of the peace that could be entolied were preparing, as in old times, to wateh ail night, and were on niert for a sudden attack. From the statements made lest night in the two Houses of Parhanyeut, as weil av from our correspon- dence, we possess to-day a sufficiontiy clear knowledge bai Rape yg et and itis ee ies danger had | een ii exaggerated. Notwithstanaing some jule expressions of imeredulity let fal in the tease of imposible t Commons Yast night, i e to doubt that the at- tempt has thre ty a delibvrace conspiracy of the Fenians. ‘The chiof poli¢e officers both of Liver, and Chester appear to have received conclusive iniormation on tits yotut, for the iuvaders were not without the ceneral Fouan characteristic of having @ froftr in their camp. Our correapondent adds some si; ciccumstantial evidence; and tue mers look of some | of the atrangors was guiflelent (0 indicate their charactet, if not their pu Wo must certainly give the Fenians cred’ for hnving formed a bold plan, barge 4 into execution with convinlercile prompitade, If Cg not ben fur the inevitadle traitor there is Co much reason to fear they would have had at least a partiat succes, They | becon to arrive from different quartora, but princi- |. ' pally from Liverpool, about two o'clock’ on niday § morning, and before davbreak several hundreds of ° ° ificant pieces of | | | | | them ‘e in Chester. At this moment the castle was protected by a single company of the Fifty-fourth reaiment. The Fenians seem to have entertained a beifef that this regiment would not offer them a very sirenuoue resistance, pat however staunch the troovs might bave been, it probable their number would have been quite insufficient to resist an attack by two or three liuodred men ina place almost indefensibie, and if the first arrivals from Liverpool had marched promptly up the ca:tle they wnuld scarce'y have failed ta obtain possession of it, Tn Unat case they would, accord ing to onr correspondent, have secured 9,009 stand of arms, 4,000 swords, 900,000 rounds of ammunition, be- sides powder in balk and the arms of the mititia, bal * Still the Fenians showed no signs of dis- persing, and the Mayor was obliged to send to London still more urgent request for troops. To this, at teu o'clock on Monday night, Mr, Walpole resolved to ne- cede,, The First battalion of Scots Fusileer Guards was summoned at half-past one, was ready to march at two, and left Kaston aquare station at forty-five minutes past two, Ata quarter to eleven epehnnd morning they reached Chester, Before they had arrived, however, the sirangers had becun rapidly to disperse, 9nd before even ing they had disappeared. By an examination of the railway tickets it seems that between 1,300 and 1 400 had arrived by t ain, and it is worthy of notice tbat they all disappearer, chiotly towards Birkenhead, on foot. Sueh is the narrowness with which we bave escaped an outbreak which, though it would have becn of course promptly suppressed, micht have cost mueh loss of life, The government last night adopted rather a tone of apology for having thought it necessary to tke decided measures, On the contrary. if fanit is to be found with them, it is for not having acted with more pyomptitnde. Of course it would be idie to complain that Chester was. insufficiently —_ garrisoned, It was protected as much as any other provincial city—in other words, met at all, But it is also clear that if the Fenians had been a tiltle more resolute the trope would have arrivd too la’e, That Chester was saved from pillage is due mainly to the people of Chester themselves; and the energy. the courage and the patriot ism they displaved merit the warmest recognition. As Mr. Walpole, according to his own statement, had good reason to fear on Monday morning that matters bad as. samed a threatening aspect, it would surely have been only prudent to augment the inadequate force in Chester and its neighborhood. It is not probable that any simi- lar attempt will be soon repeatod, but it will obviously be desirabie that an additional number of troops should be maintained for some time in tho neighborhood of Liverpool and Chester. Fenians in Leeds. [From the London Times, Feb. 12 } Yesterday forenoon one of the Leeds borough potice apprehended a young man, who said his name was ‘Thomas Fenton, and that he lived in White Har: vard, Briggate, in thot town with a bundle in his possession, which he at first said was wearing apparel, but which was found to contain twenty-four packages of ball cartridges, greased and ready for use, On being appro- hended and taken before the magistrates, Fenton said that he had received the parcel from a gentleman to carry, bat he did not know who the genileman was, The cartridges, about one hundred aad forty in number, were wrapped in pieces of old newspapers, and it is be- lieved that they are the properiy of some bettors of the yg movement. Single copies, in wrappers, teady for mailing, six cents TT FINANCIAL AND COMMERCIA' Sunpay, Feb. 24, 1867. rne stock market continues without any decided ten- dency, although the passage of the bill in the House of Representatives providing for the issue of a bandred milions of plein legal tenders im exchange for an equivalent amount of compound interest notes increased the disposition of the street to buy. It ts not generally expected, however, that this measure will pas the Senate in its present form, but that some kind of com- promise guarding against undue contraction will be agreed upon in Congress, ‘Thero is still sufllelent uncer- tainty in the public mind, notwithstanding, to cause hesitation both in buying and selling, and this is the case with the country generally as well as Wall street. The common belief and the fair inference is that the next Mmportant movement of the stock market will be to- wards higher prices, the decline since last October hav- ing placed many of the speculative securities below their real value; but the beavy losses which a majority of the stock houses sustained during the interval must be considered as operating against a quick recovery. For the time being the bulls are straggling and wanting in courage, and there is not sufficient outside support to the market to influence prices materially. The political agitation of the reconstruction question disposes men to remain inactive until affairs assume & more sotthd aspect; and the indecision which Cougreas still dmplays Jo dealing with the national finances Likewise operates to check activity not only in speculation but legitimate business. Tn the event of the Senate passing the hundred mil- lion bill referred to confidence will bo strengthened in acontinuance of monetary ease, and mugh of the pre- vailing hesitation will give place to something like bold- ness of action. This ,measure ts objected to by some as one of inflation but we cannot regard it in tha! licht, It merety substitutes non-interest bearing for interest bearing currency to the extent of the amount men- tioned, and in this respect it is far less objectionable than the loan certificate bill which it superseded and upon which it was proposed to pay 365-100 per cent interest per annum, although the certificates were to be available as a banking reserve and redeemable by the Treasury in legal tenders on demand. This would, 1m fact, have been an additional subeidy to the national banks, for which the government would have received no eqnivalent whatever, According to Senator Sherman, and what we are entitled to consider the revised state- tient of the Treasury, about a hundred millions of com- pound interest notes will mature within the present year, and as this am@mt isnow held by the national banks as a portion of their reserve it stands to reason that ite withdrawal without a legal tender substitute would lead to a violont: monetary spasm throughout the country, its effects being nearly the same as a contrac- tion of active currency, Tt is therefore to be hoped that tho Senate will pass the House bill; as for both s'mplici:y and economy it can bardly be improved upon. The sooner, morcover, Gnal action fs taken in the matter the beti@; and until this is the case the suspense which is now paralyzing the industry of the nation will continue. It is of tittle consequence that the resumptionists oppose it loudly, for if their advice was followed out the history of Great Britain between 1825 and 1825 would be repeated in the United States, and the government, as the greatest debtor, would be, bankrupt alike with the great mass of the business com- monity, trom Maine to Texas, The progress of tne country would be arrested, and after finally reaching specio payments relief would have to be sought in another suspension; fora premature resumption could not bea permanent one to the United States, simpiy because the baijot would decide against it. Tho moucy market was easy throughout the week at six per cent on railvay collaterals aud five per cent on “governments, but'towards the close there was a dimin ished volume of funds seeking employment, owing to considerable sales of the new issue of five-twenties by the Treasury, and tho payments on account of increased the balance in the Sub-Treasury on Saturday evening to the anusuaily Inrgo sem of $132,952.51. As the Treasury is net supposed to ma- nipulate the money market it is diMcult to reconcile their accumulation of le currency with good management in the department. The conversion process is also too secretly conducted to be satisfactory to the public. The terms and mode of converting one form of security into aaother should be publicty announced by the Secretary o¢ the Treasury, so that each individual interested could transact his own business with the Troasury direct, thus securing the best torms and saving the commissions of 1g per ceut for buying and 3¢ for selling cuarged by tho brokers, Railway and miscellaneous shares closed rather un- settied at balf-past five o'clock on saturday at the follow- ing quotations:—New York Centraj, 102'{ a 14; Erie, 564% a 34; Reading, 10434; Michigan Southern, 7257 a Cleveland and Pittsburg, 805,; Rock Islund, 964 a Fort Wayne, 95%, North ern, S5ig a 5%; do preferred, 65 a 6514; Western Union Telegraph, 42 a 4244; Pacific Mail, 131 a 132, ‘The gold market was firm, the extreme range of the wook having been from 1263; on Monday to 1334, on Saturday, and the closing price was 1383y. - The borraw- ing demand increased in proportion to the supply, and towards the close, where cain was not carried without interest, the rates were in favor of the lender, This was mainly owing to the imcreased drain tor cnstoms duties, the receipts at tis port for the week having amouated to $2,933,009. ‘The foreign exchange market showed au advancing tendency, and the best bankers’ sterling, at lone date, sold up to 1093¢; but this rate was not fully sustained. At the close, however, it was firm at the following quotations: Bankers’ bills on Eugiand at sixty d 108% a 109; at three days, 10014 a 1007f; commercial, 10734 8 10314; francs at sixty days, 6.1734 a 5.2194; at three days, 5.15 45.10%; bills on Bevin, 720 724; on Bremen, 78% » 79/j; om Frankfort, 40% a dl; on Ameterdam, 41 a 413{; on Hamburg, 96 a %69;; on Antwerp, 5 18%f a 5.16)5. The dry goods trade has shown increased activity, not- withstanding the stormy weather and the unsettied con- dition of political ajfairs, although prica» have not ma- terialiy changed since last week, The demand is ch to supply immediave wants, but holders of stocks of goods manifest confidence tn tho stability of values, The depression which prevailed for a conaiderable time past till within the last few woeks bas given place to a more choerfal feeling, and although @ highly prosperous sea- son is not anticrpated a moderately paying budinoss seems probable, and the growing activity cannot but be greatly increased by a favorable change to the weather.
