FINANCIAL AND COMMERCIAL. Monvar, Feb, 11—6 P. M. The gold market, after opening at 136% this morning, declined to 13634, but at the close it was firm at 136%. Thero was @ brisk borrowing demand for coin, and more loans than usual of Ia.e were made without interest, while in ome instance 1-64th per cent was paid for bor- rowing. The general rate varied, however, from two to six per cent for carrying, The speculators have fully discounted the failure of the Stevens reconstruction Diil, and the probability therefore is that when it passes in its amended form an upward reaction will take place. ‘Tho real strength of the market lies in the financial and ‘commercial condition of the country, Added to this ¢ the prospect of a far larger number of Persons ‘than usual going abroad, this year is looked for- ‘ward ‘to af favorable to increased gold shipments. t Some there are who anticipate a sharp rise following the passage of the new Tariff bill; but this would necessa- rily be of only temporary duration, and, in view of its Prohibitive character, we call upon the President to veto it shonid it come before him. The money market continues easy, and the general rate for loans to the Stock Exchange is six per cent, while transactions on government collaterals are still reported at 4.85 percent, In the discount line there is more disposition shown to buy first class commereial Paper, which is quoted at Ta 7% per cent. The demand from the atock houses is light, owing to the dulness of speculative business, and a large amount of loanable funds is unemployed. The statement of the asso ciated banks for the wook ending on the 9th inst. ‘is favorable to a farther: development ‘ of the prevailing tendency of the market, although the deposits show a decrease of $2,269,761, which is, to some extent, attributable to country bank drafis ia favor of the Sub-Treasury. “These have to be Paid in legai tender notes, while their remittances are mainly im national bank notes. The legal tender notes have, notwithstanding, increased $1,684,451. The in- activity of business in Wall street is reflected in a de- ‘Crease of $995,530 in the loans, The specie has decreased $175,727, and the circulation $218,347. On the whole ‘these figures show the banks to be nearly four millions stronger than they were last weok. This is induced by tho financial weakness of the street consequent on the heavy losses of the last four months and the uncertainty which prevails as to the action of Congress in relation to the currency. If the non-contraction bill to be drawn up in accordance with the resolution of the House of Representatives be- comes a law, or even if the hundred million loan certi- ficate bill is adopted, the bulls will take courage and try to restore their broken fortunes by another upward Movement; but if Congress should jail to take action ‘with regard Uo either, the bears will yet further ham- mer the market, and lower prices will be current. ‘The extont of the damage resulting from the recent eeries of panics is imperfectly appreciated, and a large Amount of new capital will require to be drawn into the street before anything like the old speculative activity an be aroused. The case woula have been different if the bears had made what the bulls lost; but in all panics there is far,more dead waste than there is clear profit to the bears, Just now the market may be called ‘flat, Siale and unprofitable’ tor all parties. At the early cession of the open board the railway share market was very dull, but steady. At the first Fegular board it was somewhat heavy and inactive.
