The stock market opened in a flurry this morning, and ‘8 further general decline of prices took place under the operations of the bear party. The attack on the leading railway shares yesterday afternoon was the result of Preconcerted action, and one part of the plan was to make money tight, With this view arrangements wore made with some of the banks and prominent private lenders to call in their loans and hold the proceeds out pose that the conspiracy was intended to affect more than stocks, as some of those in the combination are known to be heavily short of gold; but the latter yielded very slightly under the artificial stringency pro- duced: © It 1s noticeable that after two o'clock there was k i bors is very great. A foreign importing ig the babit of lending to Wall street was ia league with the bears on this occasion, ‘and-called in loans to the amount of $1,600,000 this morning, which, it has been ascertained, was withdrawn from current use, Owing to the manner in which the ts becoming very decided, and the depression in trade ts on the increase, and in proportion to the extent of this the ability of the people to pay taxes is reduced. No confidence is felt in the present administration of the on the important question of the currency. One hundred and forty-five millions of compound inter- est legal tender notes are at present outstanding, and these mature at intervals between June and December, and it at present rests with the Secretary of the Trea- sury as to how large a portion of this total is to be with- drawa from circulation. We therefore call upon Con- gtess to legisiate against the contraction of these notes equally with United States notes, gunless to a very moderate amount. It is suicidal for the government to persevere in contracting the currency at a time when the trade and manufactures of the country are semi- paralyzed and the people are groaning under a load of taxation far greater than was ever borne by any other pation {n the world. The revenue receipts must fall off largely in consequence, and the Treasury itself become embarrassed by its own acts, Yet while ‘panic and widespread disaster stare it in ‘the face the work of tearing away the foundation on which the structure of our finances: Is erected. still goes, on. Jan. 10, a1 91 a 81 lL A Washington despateh published to-day says it ts the Intention of the Acting Comptroller of the Currency to require national banks to keep the amount of their reserve for the protection of their circulation in tender of a bear operation on the Stock Exchange, this has a suspicious look, as wine bears. Ia reality it matters but litte, as the banks always bave, oF aro supposed to have, more than the required twenty-five per cent réserve of legal tenders against their circulation, and the law does not discrim(- fate against interest bearing legal fenders asa reserve | for deposits, although it says, regarding the circuiation preserve :— Nor shall any Treasury note bearing interest, teeued under this act, be « legal tender in payment or redemp- thon of any notes issued by any bank, banking associa tion or banker, calculated or inteuded to cireulate as money. ‘The annual December statement of the Prris Bank of Diacount reports its discounts and loans in the year 1868-64 at 1,754,000,000 francs ($350,800,000), and in 1865-66 to 2,444,000,000 francs ($488,800.00). The cap- tal is only 40,000,000 franca, or $8,000,000. During the six months preceding the 1st of October, 1866, the net gains foot up only 1,900,000 francs, or for twelve months ‘at the same ratio they yield nine and one-half per cent upon the capital invested; but om the entire amount of business done the profit at that rate was only a fraction over one-seventh of one per cent. The isthmus steamer, arrived to-day, brings $874,764 in treasure from Sam Francisco. Papers of that city, dated the 20th ultimo, report that the money market is tending to greater ease, choice names being negotiable ‘at bank at one percent per month.
