The question ot unquail- fled negro suffrage was discussed, as well as the relations of the Executive to the legislative departments of the gevernmeut, and the duty of logielators to respect the wishes of the people for whom they legislate, and on Wese points General Grant's voice was as earnest in sup- port of the pofftions taken as that of any member of the Cabinet. The Paymaster Generat bas qutherized the paymont of ‘vouchers signed by claim sgents, where the power of attorney of the claimant gives such authority to the agent. This is in contravention of the previous practice of the dopartment, which was intended to protect claim- ants from being cheated by swindling agents, and, though perhaps in accordance with the rules of com- mercial law, it is a departure from @ ‘rale that limited the opportunities for fraud of many irresponsible per- sons in thé claim agency business. The Question of Incrensed Compensation of Gavornment Clerks. ‘The bill to increase the salaries of the civil employés of the government in this city was brought up in the House to-day, and was the subject of much debate and comment, It was introduced by Mr. Gar- fleld, of Ohio, who very strongly recommended its passage. Messra, Schenck, Grinnell, Myers and Farns- worth took part in the debate, which was longthy and spirited.
